The City of LaBelle celebrated the completion of its new wharf at Barron Park Nov. 12. Mayor
Paul Puletti cut the ribbon as other dignitaries looked on. The wharf is a beautiful addition
to the city's riverfront area a welcoming place for residents and visitors alike. The wharf
was funded by a $165,000 Florida Boaters Improvement Program grant. The county recently
dedicated $15,000 in boaters registration fees to complement the new centerpiece at the
riverfront. Pictured from left: Denny Tolles and owner John Honc, of Honc Marine Services,

plan ready

for DCA
by Patty Brant
Caloosa Belle
Hendry County Commission-
ers are ready to submit the West
Hendry Area Comprehensive Plan
Amendment to the Florida Depart-
ment of Community Affairs (DCA)
for approval. The action was taken
at the Nov. 10 regular county com-
mission meeting in LaBelle.
Originally submitted in 2004,
then again in 2007, this is the coun-
ty's third try at presenting an ac-
ceptable plan for growth in some
3,517 acres of the northwestern
area of the county. In this form, the
plan creates a greenway and blue-
ways accessible by the public.
Currently the land use is low
density residential development or
agriculture. The county wants to
allow a mix of uses to preserve en-
vironmentally sensitive areas and
create economic opportunities.
DCA's previous issues with plans
for West Hendry include: who
will serve the area's water/sewer
needs; population numbers; no
mechanism for green or blueways;
and no criteria for development.
The new plan addresses these is-
sues. The county will take care of
utility service; set a goal to restore
flow-way to the river with public
access encourage more compact
development and create public lin-
ear parks along the river.
Transfer Development Rights
(TDR) will be a big factor in the
ultimate form West Hendry area
development takes. TDRs may be

used to push development in more desir-
able areas and keep others open and en-
vironmental impacts down. Development
hinges on transportation, future school
needs, utilities including potable water. The
analysis predicts the majority of develop-
ment in West Hendry will not occur for an-
other ten years.
Julianne Thomas of the Conservancy of
Southwest Florida was not in favor of trans-
mitting the plan at this time, saying it should
be held up till after the county's TDR plan
is in place. That plan is being reviewed by
the county's Rural Land Ad Hoc Committee.
Audubon's Pete Quasius said he was happy
for this plan to be be transmitted to DCA.
The board voted unanimously to do so.

Impact fees
County commissioners opted to wait till
they determine what the school board in-
tends to do about impact fees before voting
on reinstating them as of January 1, 2010, at
50 percent.
Hendry County suspended collection of
impact fees, paid by developers to relieve the
burden of growth on the county, in January
2008. The county continued the suspension
through 2009 in view of the serious eco-
nomic downturn. From 2008 through Oct.
31, 2009, some $938,005.50 have not been
collected, including road and school impact
fees. A new ordinance will be discussed at

EDC director
Commissioner Tris Chapman com-
plained that the Economic Development
Council (EDC) is still without a director. He
said the process should develop three top
candidates, who should be "pushed" to ac-
cept the position beginning with the number
one choice. If, after 48 hours the candidate
has not accepted the position, the commit-
tee should move on to the next candidate.
From a field of 50 applicants several
months ago, the EDC still has no director.
The committee's choice backed out at the
eleventh hour.
A year of searching has yet to produce a
director for this important group. The EDC
is charged with attracting business to Hen-
dry County business that could form the
nucleus of the county's future economic
success.
Commissioner Chapman said that "great
people" live or work here and they should
be trained for the position. No high-pow-
ered outsider could do as good a job as a
local, he said.
Commissioner Kevin McCarthy noted
that the county has advertised for the posi-
tion twice and wondered why we haven't
been able to attract the type of candidate we
need. The Hendry County Commission is
the funding source for the EDC. Director of
Special Projects Ron Zimmerly has taken on
EDC duties until a director can be found.
Commissioner Karson Turner noted that
hiring a local would reduce turnover. No ac-
tion was taken.

Guardian ad Litem: Change a child's life, change yours, too

"I know I've made a difference," Destyn
Bailey said emphatically. The 22-year-old
Palmdale resident was talking about one
of her first experiences at being a GAL a
Guardian ad Litem. Bailey was instrumental
in getting needed resources for a six-year-
old girl currently in foster care. The child's
grandmother calls Bailey from time to time
with questions and recently commented,
"I'm so glad I have you. I love that you try."

"In Florida, there are tens of thousands of
children who have been abused, neglected
or abandoned by the adult in their life and
are a part of the dependency system," ex-
plains Theresa Flury, Executive Director,
Florida Statewide Guardian ad Litem Of-
fice. "The Guardian ad Litem Program helps
these children through volunteers who give
a voice in court to thousands of children. But
the need for more volunteers is great."

Between Hendry and Glades there are
approximately 140 cases that need volun-
teer GALs but only 53 are covered. Angela
Boykin, the Volunteer Supervisor for the
GAL program based in LaBelle, says she
desperately needs 40 additional volunteers
to represent these children and ensure that
all decisions made are in the child's best in-
terest.

Training is provided and you determine
your case load.
The next training class begins this Satur-
day, Nov. 21 and continues on two subse-
quent Saturdays, Dec. 5 and Dec. 12. Classes
will be held at the Department of Children
and Families Services Center at 485 East
Cowboy Way in LaBelle. Call Angela with
any questions at 863-674-4189.

UES Kindergarten students took a field trip to the LaBelle Volunteer Fire Depart-

and it was an awesome event! They got a chance to "put out a fire" with the big
water hose, tour the firetruck, try on bunker gear and experience the oxygen
masks. Hats off to our firefighters! It was really their best show yet!

Hold the party NOT!!!
In response to "the speak out" last week,
I would like to give my opinion. First I would
like to inform the person who wrote it that
they do not speak for me. I do enjoy the par-
ty and appreciate it more than a very small
bonus. There are 250+ county employees
therefore the bonus would not amount to a
hill of beans. I too have children, four to be
exact and they understand the true meaning
of Christmas. They understand that things

may be tough, but we love them and do our
best, and if mom and dad get to go out and
enjoy a nice dinner at no cost to us that is
great.
The door prizes alone are great and I
would rather have the opportunity to win
a day off than get a bonus that probably
wouldn't give me gas money for the week.
I work in a department that isn't always
well liked; most people only talk to us when
they have an issue with their neighborhood.
It is nice to have one day when we get shown
some "love." If that means that the Commis-
sioners or Constitutionals cook and serve us
a nice dinner that is great.
I would like to reiterate that again this is
my opinion and I can only speak for myself.
If you don't want the party, you don't have
to attend.
I am signing my name to this and it may
upset some people, but that is my nature.

Thank You

Thank You For Remembering:
A Big Thank you to all the celebrations
honoring our American Vets. Monday, Nov.
9, the Seminole Indians honored all their
tribal members who have served in the
United States Armed Forces.
Tuesday, Nov. 10, the Honor Society and
Future Farmers of America from LaBelle High
School paid tribute to our Vets with their
second year program. Highlights were the
slide show, personal experiences, the band
and topped off with TAPS played mournfully
by KC Lynn. A 'sit-down' pancake/sausage
breakfast followed, served by students with
a smile! Thank you to all the students who
wrote poems, made posters, presented each
person attending.
Tuesday afternoon, the American Legion,
Lodge 130 held a birthday party celebrat-
ing the 234 anniversary of the US Marines.
Thank you for the honors.
Veteran's Day began with two assemblies
at the LaBelle Elementary School. This was
the first year for the celebration which was
organized by Mrs. Hayes. The first included
K-2, the second assembly were the 3rd-5th.
Winners of the poster contests were an-
nounced and presented a gift certificate.
The winning essay was read by the author.
The 5th grade choir sang, a very moving
slide show was presented followed by an

you for the program, it was outstanding.
Veteran's Day in the new Veteran's Park
was perfect. Students from Upthegrove El-

attended and well organized. It was again
concluded with TAPS played by KC Lynn, a
senior at LHS. Everyone was invited to the
VFW for lunch.
Wednesday afternoon Upthegrove Ele-

Just like my opinion take it or leave.
Myra Johnson, Mother of four and
county employee

In response to the writer from last week
speak out, in reference to the county Christ-
mas Party. First off writer, please do not
speak for the rest of us. I too have been a
county employee for several years. I under-
stand with the economy today and the bud-
get cuts that have occurred along with high-
er taxes, a Christmas party is what we need.
I doubt highly, that you really believe that the
county (BOCC) will actually give us a bonus
especially at this time. In my whole time em-
ployed with the county there has never been
any type of holiday or merit bonuses given.

Reflecting on
By Les Morgan, pastor
Caloosa Baptist Church, LaBelle
A few weeks ago I was reading some his-
tory and found the follow-
ing written by an older
pastor, who had retired.
He reflected on what he
once knew true Christian-
ity was like in America. 7
He titled it The Old Paths. -'
God bless you as you read
and reflect.
I liked the old paths,
when moms were at Dr. Les
home. Dads were at Morgan
work. Brothers went into
the army and sisters got married BEFORE
having children!
Crime did not pay; hard work did and
people knew the difference. Moms could
cook. Dads would work. Children would
behave.
Husbands were loving. Wives were sup-
portive and children were polite.
Women wore the jewelry and men wore
the pants. Women looked like ladies. Men
looked like gentlemen. Children looked de-
cent. People loved the truth, and hated a lie;
They came to church to get IN, and not to
get OUT!
Hymns sounded Godly. Sermons sound-
ed helpful. Rejoicing sounded normal; And
crying sounded sincere. Cursing was wick-
ed. Drugs were for illness, and divorce was
unthinkable.
The flag was honored. America was

Our Purpose...
The Caloosa Belle is published by Independent
Newspapers of Florida. Independent is owned by a unique
trust that enables this newspaper to pursue a mission of
journalistic service to the citizens of the community.
Since no dividends are paid, the company is able to thrive
on profit margins below industrystandards. All after-tax
surpluses are reinvested in Independent's mission of jour-
nalistic service, commitment to the ideals of the First
Amendment of the U.S. Constitution, and support of the
community's deliberation of public issues.

That being said, In my opinion only I feel
that the annual Christmas Party is what the
employees need in these tough times. We as
human beings occasionally need some sort
of appreciation for all the hard work we do.
Not to mention, it gives us a great opportu-
nity to be together with fellow employees
and show that although we work for a strug-
gling county we are still a family and stand
by each other in good and bad times. As for
my family, they would appreciate it more if
I came home and said the BOCC gave us a
wonderful Christmas Party and I had a great
time with my co-worker rather than "Hey
kids I got a $4 bonus" from the BOCC which
it would probably amount too if divided
amongst all county employees.

the old paths
beautiful. And God was welcome!
We read the Bible in public and prayed
in school. And, we preached from house
to house. To be called an American was
worth dying for. To be called a Christian was
worth living for. To be called a traitor was a
shame!
Preachers preached because they had a
message; Christians rejoiced because they
had the VICTORY! Preachers preached from
the Bible. Singers sang from the heart; And
sinners turned to the Lord to be SAVED!
A new birth meant a new life. Salvation
meant a changed life; Following Christ led
to eternal life.
Being a preacher meant you proclaimed
the word of God; Being a deacon meant
you would serve the Lord. Being a Christian
meant you would live for Jesus;
And being a sinner meant someone was
praying for you! Laws were based on the
Bible. Homes read the Bible;
And churches taught the Bible.
God was worshiped. Christ was exalted.
And the Holy Spirit was respected.
Church was where you found Christians
on the Lord's day, rather than in the garden,
on the creek bank, on the golf course, or be-
ing entertained somewhere else. I still like
the old paths the best!
Amen, Brother

Barron, Baker heading to state final competition

Superstitious people worry about bad
things happening on Friday the 13.
But for two LaBelle High School Cross
Country runners that day would prove to
be lucky. At Lake Park in Tampa last Friday
(Nov. 13), Gabriel Barron and Caleb Baker
both qualified for the State Finals individu-
ally by finishing in the top fifteen runners at
the Regional Meet. Gabriel finished 7th with
a time of 16:27, while Caleb finished 13th
and had a time of 16:51. Those were per-
sonal best times for both runners this year
and could not have come at a better time.
They will be competing at the State Champi-
onships in Dade City Saturday, Nov. 21.
As for the rest of the Boys team, Coach
Frost implemented a race strategy for his
runners in hopes that it would improve
their chances of moving on. "Even though
we did well in our District (4th), I felt we
needed something a little extra to improve
our chances of moving on. Looking at the

strength of the top three teams in our Dis-
trict and theirs, I knew we would have to do
something special," said Coach Frost.
The remaining five LaBelle runners were
asked to block other teams' runners on a
narrow spot on the course (in the woods)
at the beginning of the race. Frost concluded
that, "Even though the strategy may not have
worked for the team, it may have assisted
Gabriel and especially Caleb in qualifying for
State." Unfortunately, the boys' team finished
7th, missing out on qualifying for State by
one position. The rest of the Boys were lead
by Senior Chris Timms 18:08, Junior David
Miller 18:47, Senior "Nacho" Acosta 18:49,
Freshman Nik Loredo 19:42 and Sophomore
Carlos Santillan 20:05.

Area H1NI vaccination success School Briefs

by Pat Dobbins
The Hendry and Glades County Health
Departments held their first H1N 1-Swine Flu
mass vaccination clinic at West Glades Ele-
mentary School. Over 140 people were vac-
cinated within two hours. The lines started
forming at 4 p.m. and the vaccinations start-
ed promptly at 4:30. Those in line included
parents with young children and adults that
met the target groups.
The Hendry and Glades County Health
Departments had a team of 14 people which
included five nurses and other well trained
staff to assist. There were strategic stations
lined in the hallway to help with the flow
of people. The first station was identified as
"triage" where people were interviewed to
make sure they met the target group. Then
they proceeded to "registration" where they
filled out paperwork, received a short medi-
cal screening to decide the dosage and type
of vaccine they would receive. The next step
was the "vaccination station." Some parents
chose the nasal mist for their child while
other children braved the needle.
Area residents, Annette Spargo, her son
Hunter Spargo and her daughter Holly Ste-
venson all braved the needle together. They
were within the target group to receive the
vaccine. They all left with a smile on their
face saying that the whole process seemed
to go very smoothly and quickly. Several peo-
ple thanked the Health Department workers
for setting up at the school to provide this
service to the community. Pat Dobbins,
Administrator for the Hendry and Glades

County Health Departments stated "We are
working hard to ensure that the children in
our communities have the opportunity to
get vaccinated for H1N1. We want to thank
the West Glades Elementary School for part-
nering with us for this very important mass
vaccination campaign."
Additionally, the Glades County Sheriff's
Department provided a deputy at the site
to assist with security and crowd control
but there were no issues. The vaccine will
be provided at other scheduled locations
over the next few weeks, so please look for
schedules in the newspapers and on posters
throughout the communities in Hendry and
Glades Counties.
The Hendry County Health Department
has designated two different days and times
that we can accept "walk-ins" to the clinic
for H1N1 vaccinations. LaBelle: Wednesday
afternoons and Friday mornings. Clewiston:
Tuesday mornings and Friday afternoons.
The Center for Disease Control and Pre-
vention provides the guidance for the is-
suance of the vaccine, and the Health De-
partments can only vaccinate the targeted
groups which include healthy children over
6 months through 24 years of age, pregnant
women, healthcare and emergency service
personnel, individuals who live with or care
for an infant under 6 months, and those who
are 25 years and older who have a chronic
health condition. If you have any questions
regarding the H1N 1-Swine Flu vaccine, you
can call any Health Department or 1-877-
352-3581.

Yard sale for LHS athletics
The annual LaBelle High School Yard Sale
in October was such a huge success, that we
decided to have another one on December
5! This one will also be held at Upthegrove
Elementary School on the Main Street side
of the school. The sale will take place from
8 a.m.-noon. Clean out your garage and
help the LaBelle High School Athletic De-
partment in the process. In the face of tough
economic times, our annual athletic budget
has been severely reduced. To offset these
reductions, we are hoping for your gener-
ous donations to help the athletes at LaBelle
High School during the 2009 2010 school
year. No donation is too small, nor too large.
We can accept furniture, clothes, collectible
items, and any previously loved, but no lon-
ger needed items. All we ask that they be in
good and still usable condition. We also ask
that any items of clothing be washed before
they are donated. Please call LaBelle High
School at 674-4120 to arrange a pickup of
your items or drop them off at the school
after 3 p.m. All messages will be forwarded
to Mel Greenleaf who is in charge of this
fundraiser. Thank you in advance for your
generous and continued support of athletics
at LaBelle High School. And don't forget to
come out and check out the many pre-loved
items we will have for sale. You many find
exactly what you are looking for at a fraction
of the original cost.

LaBelle woman takes gold in bikini contest

by Patty Brant
Caloosa Belle
What is more beautiful than the human
form?
Meet Betsy Armstrong. Just 25, Betsy
Armstrong is co-owner of Studio 283 hair
salon and a new devotee of physique com-
petition. In fact, she just took first place in
the 2009 National Physique Committee's
Dayana Cadeau Classic Bikini Division in Mi-
ami. It was her very first competition. The
contest took place at Miami-Dade Audito-
rium on Oct. 24.
This Muse resident graduated from La-
Belle High School in 2003. She said she has
always been into fitness but started going to
Big Iron Barbell gym to work out early this
year.
That's when she became motivated by
Big Iron Barbell owner and certified trainer
Shain Wyka and Carlene Campbell. Car-
lene and Sarah Castle earned top awards in
September at the Royal Palm Classic Body
Building and Figure Competition at Cape
Coral High School.
Betsy made the commitment to go for it
on Aug. 22 and Shain put together a fitness
plan for her that includes five or six meals
per day, balancing protein and carbs no
sugar. Betsy also trains three or four times
per week and does a cardio workout four or
five times per week.
It's not the intensive training regimen that
Carlene and Sarah follow, but tough enough.
Betsy also has a daily two-hour exercise rou-
tine using treadmills and weights.
Betsy said nutrition is 80 percent of her
plan. As with other strict regimens, it requires
the support of those closest to you. Betsy is
grateful for the support of her fiance.
In all honesty, Betsy has always had a
wonderful body and shape. It took her just
two months to go from having a good body
to a great one one that could take first place
in some very stiff competition.
It took a lot of discipline, Betsy concedes,
but she said she loves to work out and was
surrounded by inspiring people.
Betsy started out at a petit 5'3", 115
pounds and lost weight quickly on her new
regimen, down to just 103 perfectly propor-
tioned pounds,
At the same time, her body fat actually
increased slightly, The goal of the bikini divi-
sion is to maximize the feminine contours
of the body, Shain said, so the trick is to de-
fine, smooth and round certain areas of the
body.
It's a big sacrifice, Shain concedes, but he
insists the results are attainable by anybody.
On stage, the contestants take over on
their own. Faced with a stage full of virtu-
ally perfect bodies, the judges often rely on
things like the contestants' walk their flair.
Contestants don't have the specific pose re-
quirements of the body builders. It comes
down to individual style, charisma and con-
fidence the "it" factor, Shain said.
Obviously, Betsy has plenty of "it" and
she's ready to see how far it can take her.

Submitted photo
Betsy Armstrong said she didn't expect the gold when she entered first bikini
contest, but the judges obviously saw her shine.

Caloosa Belle

LaBelle pays homage to heroes LX

by Patty Brant
Caloosa Belle
Veterans Day 2009 brought out the pa-
triotism in LaBelle with elementary and
high school students stepping forward to
offer their gratitude to generations that have
paved their way to their future.
Ceremonies began under overcast skies,
but ended in the bright Florida sunshine.
VFW Post 10100 organized the ceremony
and provided a luncheon afterward.
On Tuesday morning, Nov. 10, veterans
were invited to a presentation at LaBelle High
School which included breakfast, served to
local vets individually. The youngsters spoke
to the veterans, shook their hands and ex-
pressed their thanks for sacrifices they made
before this generation was born, but the
effects of which will last for generations to
come.
At LaBelle Elementary School the morn-
ing of Nov. 11, veterans made an appear-
ance and demonstrated the proper way to
fold the American flag, and acquainted the
children with its symbolism. Earlier in the
week, Country Oaks students made a poster
for a local Marine and wrote letters to the
soldiers thanking them for their service.
Later, fifth graders from Upthegrove El-
ementary School graders walked to the an-
nual Veterans Day ceremony, taking place
for the first time at the new Veterans Park
across from the Courthouse. Some of the
students remembered family members serv-
ing in the military, like Tyler Vetten who has

two uncles in the service now.
In turn, representatives of the various vet-
erans' groups took the podium to express
solidarity with their brothers and sisters,
grief in their common losses and pride in
their accomplishments.
American Legion Post 130 Commander
Tony Alvarez explained that all military vet-
erans are simply ordinary people accom-
plishing extraordinary things. "Where there
was tyranny," he said, "they were there."
From Disabled American Veterans Chap-
ter 144, Steve Williams said veterans have
earned freedom for all of us.
VFW Post 10100 Commander R.P Mid-
dleton explained veterans' emotions on
Veterans Day: gratitude, pride, sadness as
they recall a "unique combination of the
great and the terrible." For many, he said,
serving in the military was the most impor-
tant event of their lives, knowing that they
each contributed to the greater good. Vet-
erans, he said, understand the true essence
of America.
World War II veteran Kenneth Soleno has
lived in LaBelle since 1989. Just 19 when
he was drafted into the Army in 1943, he
hit Omaha Beach on D-5 (five days after D-
Day) with his company of engineers. He was
about 1 1/2 miles from the fighting at that
time. The engineers first built an airstrip to
accommodate disabled Allied fighters, then
moved inland as the Allies dug deeper into
France. About five miles inland he said they
repaired a captured airport.
Eventually, he wound up on the outskirts

Marueta and Kenneth Soleno pledge allegiance to the flag.

of the Battle of the Bulge. Mr. Soleno served
in the Army of the Occupation the "rat
race" in Germany where he helped col-
lect arms from the German population and
burned them. He finally returned home in
March 1946, after 31 months of service.

Mr. Soleno and his wife of 56 years, Mar-
ueta, come to every Veterans Day, Marueta
clutching a picture of their deceased son,
Kenneth Jr, who himself spent over 20 years
in the Army.
