S 16510 0001 11 8 16510 00019 By Patty Brant For the family and many friends of murder victim Danny Woosley, Thursday, August 24, was a heart wrenching ordeal. The same may be said for the family of James Robert Hender- son, the man who will be incar- cerated for the rest of his life for that murder. In a negotiated plea, the 21- year-old Henderson pled guilty to one count of first degree mur- der, one count of burglary and two counts of grand theft. It is used for law enforce- ment qualifying, the Army National Guard, Coast Guard and Army Reserve training, 4-H and Boy Scout camping trips, as well as civilian target practice. The sheriff's gun range is now open on Wednesdays and Saturday for civilians. It's open on Wednesday from 8 a.m.-l p.m. on the skeet/trap range and Saturdays from 8-11:30 a.m. on the skeet/trap range and 12:30-3:30 p.m. the pistol, rifle and shotgun range is open. Mr. Awbrey also received a desk- top trophy and $5,000. When asked what youngest son, Dylan a 6th grader, thought of his dad he said, "He's awe- some." Lit- tle did he know, he was really on another kind of trouble call. He said, "I pulled onto the road about one mile when this young guy was flagging me down and I just figured he had a flat tire or something, but when I looked to the left I saw an SUV overturned underwater in the canal. During the procedure, Prose- cutor Robert Antonello noted that as part of the plea agree- ment, the State withdrew the threat of the death penalty and dropped the escape charge against Henderson, who had escaped from the Hendry County Jail just before Mr. Woosley's murder. He had just four months left on that sen- tence. From the jail, he went to Mr. Woosley's home on SR 29S with the intention of stealing guns. Mr. Pratt sent his resignation to the city commissioners through Josh Rimes as the commissioners worked at a budget workshop Thursday, August 24. The board accept- ed his resignation which cited physical and mental stress on himself and his family as its cause. Rimes, who. is also a fire inspector, will serve as interim chief for the city side, while Malcolm Johnspn-will serve in that capacity for the county side. However, all the firefight- ers will dispatch out of the LaBelle fire station. Mayor and Hendry County Director of Public Safety Randy Bengston said the current split between a city and county fire depart- ment will continue until the county reinstates the inter- local agreement concerning fire coverage. As part of that agreement, the county actual- ly foots 70 percent of LaBelle Fire Department's budget. A crisis was precipitated when eight veteran volunteer firefighters resigned from the department August 17, protesting the reinstatement of Mr. Pratt as fire chief. The chief had resigned at the request of Mayor Bengston last month after firefighters turned in a five-page list of grievances against the chief. See Chief Page 2 City advised tp revamp charter At the August 17 LaBelle City Commission meeting, City Attorney Owen Luckey sug- gested commissioners consid- er updating the city's 80-year- old charter and that the Code Review Board take on the proj- ect and make recommenda- tions. He noted several possible changes: increasing commis- sioners' terms from two to four years and changing from sum- mer to fall elections. He said scheduling city elections later in the year with general elec- tions should improve voter turnout and save the city some $6,000 per election. Mr. Luckey said the process of changing the city's charter would be lengthy and would ultimately be decided by a referendum. The commissioners took no action but will be considering the suggestion. Rec update Recreation Director Phill Pelletier asked to use the $45,000 in the budget that came from last year's increase in recreation assessments from $50 to $75. He told the board that the rec district has been operating on the same budget for nine years and presented a list of needs. When Mr. Woosley unex- pectedly returned home, Hender- son shot him four times: twice in the torso and twice in the head. He then stole Mr. Woosley's truck and drove to Collier County where he abandoned it and stole a Chevrolet Cavalier. In response to questions, Hen- derson said he was satisfied with the representation provided by his Public Defenders, lead defense attorney Kathleen Fitzgeorge and Montgomery Jackson. Dressed in a red Lee County Jail jumper, his hands chained together in front of him the slight- ly built, boyish looking Hender- son turned to face both the Woosley family and his own fami- ly after sentencing. He expressed sorrow for his actions and hoped they could all move on with their lives. Addressing individual mem- bers of the Woosley family by name, he said "I know how rough this has been on you... I'm so sorry." He repeated the emotional message to his own family before walking out of the courtroom, bound for the state prison that will be his home for the rest of his life. The judge accepted four letters from members of the Woosley family, three were read to the open court, including one written by Joann Woosley to her son's killer about a month after the murder. In that letter she vented her own pain and frustration and bared her own broken heart, rail- ing against the loss of one so dear to her family. She also gave voice to the inconsolable hurt left to Henderson's family. The 52-acre facility is located on SR 29S and is contiguous to the city limits. The board responded favor- ably to Tully Dunlap's suggestion that the city make a gesture of appreciation to Ken Curtis, the 101-year-old area benefactor who recently passed away. The planned LaBelle Edison College campus will be named for Mr: Curtis, whose generosity provided two-year college degrees for over 1,000 local students. Mayor Randy Bengston sug- gested the city mark off the side- walk area on the west side of MLK with traffic delineators. The Com- munity Traffic Safety Team has complained for several months about double yellow lines the city painted to mark off the sidewalk area. CTST said the double yellow lines can be misinterpreted as the middle of the road, sending vehi- cles onto the walking area. John Matson from Naples has been enjoying skeet shooting for about five years. He said, "I enjoy coming here because the drive is nice and the fellows are nice." He also had a little advice for new- comers and said that they might want to start on station seven first because it is the easiest and to shoot the clay pigeon that's going away first because if you shoot the one that's coming toward's you first it's more difficult. The range is located halfway between LaBelle and Clewiston off of H\w. 27 on Witt Rd. right after the big gas station. Some issues were addressed after a meeting in January with fire- fighters, Chief Pratt and city ofi- cials. However, the firefighters' grievance last month showed that the rift was much deeper. Mayor Bengston reiterated that despite the upheaval at the fire department, there has been and'will not be a lapse in fire coverage. Ksitduess averts disaster for sisters By Patty Brant Two lovely young women can expect to live normal, healthy lives, thanks to a caring neighbor and some dedicated medical profes- sionals. Yoen and Janet Paniagua are recovering nicely from horrible burns suffered \when they' opened a pressure cooker prematurely. Janet is 14, and a student at LaBelle High School. Twenty-year-old Voen is Ois- iting from Washington, D.C. with her two small children. Their par- ents are Maria Garcia and Felipe Paniagua. The sisters %were cooking pocele a concoction of white corn and chile for the family meal August 4 when the accident hap- pened. It-was the first time either had ever used the huge pressure cooker, usually a chore their father took care of. The% set the cooker on a chair and, unfamiliar with how to use it safely, opened it without letting the steam escape, bathing themselves in scalding k\ after and steam. The girls suffered second and third degree burns Janet on her face, back and shoulder. Yoen fell and boiling hot water splashed onto, her face, chest, neck and left arm. The' accident happened at about 5 p.m. August 4. The family called 911 and an ambulance ai rived. Janet and. Yoenr said EMTs packed ice on Yoen's burns and gave her txvo shots. Both girls were put on oxygen and they were taken to Gulf Coast Hospital At the hospi- tal, both were packed with ice: their burns coated with silvadene cream and clean dressins.Their father carnme it pick themrn up ih,. veriffig afid they w\ Gfepfovided wilh the phone number of a doctor if they needed further assistance. With no insurance, the family could not hope to get help from the doctor the hospital recommended, so they simplywent home. The next day, the girls' younger sister told their neighbor, Julia Scott, about the accident. A regis- tered nurse, Julia is also a Jeho- vah's Witness who has been study. ing with Janet..She wasted no time in going to their assistance. Julia said she was shocked at the girls' condition. She called Dr. Carmen Barris, who has an office at Healthilorida Medical Center on Main Street. Although none of them were patients of hers, Dr. Bar- ris immediately asked to see the girls Julia said she tended their burns, gave them additional burn supplies and called the burn center at Tampa General, securing a spot for them there. One of her nurses even dug into her own pocket for $40 for gas money. At Tampa General, burn unit director Dr Donald Smith was very concerned and gracious, Julia said, informing then that "insurance isn't an issue here." Yoen remained in the burn unit for a \eek, Janet \\as treated and released. For the week they w~ere in Tampa, they were fortunate to be able to stay with Julia's aunt and uncle. During that time, hospital stall scrubbed the top layer ol burnt skin off and gave Yoen an IV of morphine Ior the pain. They cov- ered her entire chest area with pig's skin grafl w which protects the sensi- tive area, allowing the new fresh skin to grow and keeping scarring to a minimum. The pig's skin and staff did their jobs \vell, and men's s skin looks almost like new. The girls are \er\ grateful to Julia if not for her, they would have had to stay home arid suffer - and to Dr Barris and the other health care professionals who came. to their aid. They agree there'll be no more pressure cook- ers for them and caution others to make sure they understand the' directions before they use such equipment. I attended the Cowboy football game last Friday. While we were waiting but the rain delay, under the roof at the concession stand, a man from inside came out and pulled a table away and sent drinks and snacks flying. Somehow he seemed to be offended by us standing there trying to get out of the rain. It was brought to the attention of oth- ers who apologized on his behalf, Others should not have to apologize foryou. We will continue to be fans of LaBelle High School. My family is tremendously grateful for so. many acts of kindness and genuine * hospitality from community mem- bers and coworkers. No words can give justice to the amount of appre- ciation my family has for the gen- erosity from the very good people of Hendry County. On behalf of the Gilbertson fam- ily, each of us will forever remem- ber and be thankful to all of you who have given so much of your- selves, as we continue our transi- tion into this community. She is the deputy respon- sible for keeping track of sexual predators and/or offenders. It is a time consuming job to help keep us safer. My Question is: do the schools in Hendry County have a good program to teach young children about good touch/bad touch and what to do when a family member or family friend tries to take advantage of a child? This should start in pre-school or at least kindergarten. The majority of the time these crimes are not committed by strangers. If you work outside the home you techni- cally d have two jobs. You don't want ,to spend most of your weekend cleaning. Take 5 or 10 minutes to clean or dust :one small area. Clean off one or two shelves or a drawer. Use magnetic dusters to: keep dust from flying all over. I've found out the hard way that dust- ing blinds with one of these time savers is quick and saves time in the long run. Sayin': What am I? Aging in Hendry One of the challenges that life provides is how to get out alive. It has been my great fortune- to have my parents and grand- parents live long enough to pass on to me a positive attitude about the aging process. Since coming to Hendry County, one of the fortifying aspects of the relocation has been the genuine appreciation of the merit and worth of an aging segment of the popula- tion, Their many volunteer roles in all levels of society coupled with their past employment and edu- cational experiences are a sub- stantial resource to the county and communities. So if you will bear with me, as a member of that exalted group, I would like to share an article that was presented to me upon my retirement and relocation. I worked 45 years for some- one else so that I could retire. I dreamed of sleeping late and sit- ting by the fire. I dreamed of long vacations enjoying stage s yourwogI Get Ivolved and song, but let me set you straight on that concept. It is simply wrong. I did junk my safety glasses and the work boots that cramped my toes, but the rest of it had a mind of its own. SSo this is how it goes. My wife had been thinking of retire- ment and had plans of her own. She had spent much time with the kids, but now they were grown and gone. We sold our cattle and horses so we would- n't have that chore; I poured concrete on my alarm clock, but I still wake up at four. I get my eyes checked on Monday. She gets hers checked the next day. I go for a color check on Wednes- day and pass the wife going the other way. I have a dental appointment on Thursday. She goes for a test on her heart. Fri- day we go to get prescriptions filled and browse awhile at Wal- Mart. Saturday we just stay home and try to get the paper work right. We can't take any overnight trips 'cause we can't see to drive at night. Restroom confusion keeps us out of church on Sunday, and we really do hate that. There is nothing wrong with the restrooms. We just can't remember where they're at. We don't need to plan next week, but just make sure we can drive and remem- ber where the hospitals and clin- ics are. We'll need them to sur- vive.. So don't build your castles too high, my friends. While strolling through the clover, as this is a typical week in retire- ment. And on Monday you get to start all over. Well in the time we have been operating under retirement rules, I can thankfully say that we are batting 500 in the Senior League. Statistics support the fact that Financial tip of the week Ask your agent about CGL policies The CGL policy has been around for a very long time. It is Comprehensive General Liability Insurance. If you were to read cover one of those policies, you would see that it is broken down into smaller coverages. An example is a category called Manufacturers and Contractors Insurance, or M and C coverage. Another category is Completed Products and Operations cover- age. Put a few of these together and you have the essence of a CGL contract. Just remember that they are not all created equally. One might have more coverages, while another might have some additional exclu- sions. One bit of advice I have often given in this column is to always ask your agent "what is not covered?" Generally, if you have the choice between taking a CGL contract and a Business Owner's Policy, or BOP, choose the BOP, The BOP has several extra goodies. If you are a con- tractor and don't have the prop- er liability insurance, one law- suit can cost you everything you own. I have seen agents leave out the Completed Operations Coverage to keep the premium down in a competitive quote sit- uation. It requires an auditor obtain from you on a quarterly or semi-annual basis, your total sales revenue information. What it provides is insurance on your completed work for your cus- tomers. Here is an example: An air- conditioning contractor installs a system in the, third floor ol a condo unit. Several months later, after the compressor and condenser have been working perfectly, he gets an emergency call that the system is leaking water, and it is running down the inside of the walls and caus- ing damage to both condo units below his installation. Assuming it is his fault, his completed products and operation part of his CGL policy is the place to file a claim. Imagine %what will happen if his good friend, Mr. Wonderful insurance Agent, did not include that coverage in the policy because he was. trying to keep the premium down for 'his' friend? Doing business with friends is fine; just ask them to go over everything as thoroughly as if you were a stranger. Wayne C. Switzer, CLU, Realtor Correction In Wayne Switzer's column last week a typographical error appeared. The Website for the Department of Financial Services of the State of Florida Hurricane Damage Mitigation Program is: w\w\\.mysalefloridahome.com. We regret the error. How to make progress without progressing It has long been said of Glades County officials that they) are against progress. It is also said of Glades larger landowners that they too are against progress. How do you define "Progress"? I submit that we can have progress without progress- ing just by doing some judicious house cleaning. And, that house cleaning can start with the primary election and continue on into the final elections. Before we can start that house cleaning, we need to understand what needs to be cleaned. Glades County has had, for years a reputation of corruption, which by the way, is well earned. We have had in the not-so-dis- tant past, officials who have stolen from the county and been removed from office to serve time, officials who have brain dished weapons at another and did not serve time, officials who have used their offices for per- sonal gain and again have not served time, and let's not forget the officials who were found to violate the Sunshine Law and were punished but again did not serve time. Likewise, we have Chamber Thoughts September is just around the corner and our first general mem- bership meeting will be held Sep- tember 20 at Don's Restaurant 11:30a.m. We will have Mr. Norman "Sonny" Hughes Executive Direc- tor of The Education Center of SW Florida, Inc. We here at the Chamber hope you will take time on that day to have lunch with us; you will have a choice of three lunch specials to choose from. The cost will be $10 per person prepaid nonrefundable to the Chamber of Commerce. Please mark your calendars for this First Chamber Luncheon. You should mark your calen- dars for our annual dinner Octo- ber 16. This will be held at the La Belle Civic Center. Tickets for this event will be on sale on Septem- ber 11 and can be purchased at the Chamber office. This is the time we install new officers and honor the Person of The Year. We hope you will join us for this event. Give us a call or stop by the office for more information. SaraTownsend had officials who were arrested multiple times, served time. locally, however short, and have returned to their office by the choice of the people. Additional- ly, we have had officials arrested for improprieties of good busi- ness practice against the State and did not serve time except the time they continued to serve the people of Glades. And, how many officials have used their office to exert pressure on others to achieve a not-so-legitimate end? I'm sure if we dug a little deeper, we could unearth a mul- titude of misuse of office. The first step to progress without progressing is to rid our- selves of these leaches on our government. Once we have "qualified" and "integrity guid- ed" officials to oversee our busi- ness, we have progressed with- out progressing. The next step is to progress within the "rights" and "desires" of the people, and to the best advantage of the county infra- or preparing for Hurricane Ernesto? structure, upon which we all depend. There is no magic formula to achieve this end, but there is a \er\ simple solution. Just get out and vote, after you hate taken the time to know what each offi- cial supports. And by this, I do not mean, "taking the word of others." Be your own person and use the vote given to you by so many that have paid the ulti- mate price to insure that liberty! Kate English, who has been serving as interim county attorney, tendered her resignation effective September 14. She has assured the commission that she will continue to deal with ongoing county legal business as necessary. Commissioner Janet Taylor noted that Hendry's location and salary level have been roadblocks to finding the right person for the job. During the search, the position has remained on the county's Web site. Several candidates have applied, but none have worked out as yet. The salary range for the county attorney is $90,000- $150,000peryear. As of February 1, Hendry Coun- ty is to get a part time circuit judge for one week per month and a hearing officer for two weeks per month. This will be in addition to the one circuit court judge the county now has. Public hearings Commissioners approved a request to change zoning from res- 'idential low density to a PUD at 4949 CR 78 north of the river, south of 78 at Eagle Point Drive; however, several neighbors Spoke in support of a lower density. Their concerns included the slightlysmaller lot size 14 homes would require, their impediment to the river vie\\ and disruption of possible gopher tor- toise habitat. The property is just under 15 acres, which would allow 14 single family units total as currently zoned, however, the developer would need to set aside some space for open space and other required amenities. The result would be hall-acre lots instead of one acre. Commissioner McCarth\ moved that the county allow the PUD with a maximum of 10 or 11 homes, allowing for clustering The motion was approved 5-0. CHL Holdings' request to allow one more model home at its SR 80 site was finally approved. The company had originally asked for three more -which would have made a total of six. This addition will make four models. The request w\as approved 5-0. No resi- dences \will allowed on the site due to the presence of arsenic in the ground. The Phillips Road MSBU was official\ disbanded at the resi- dents' request. No actual improve- ments had been made since the counh was still in the process of acquiring easements Residents said the improvements would be too expensive if the county did them and they would take care of fixing the road themselves. Ease- ments already deeded to the coun- ty, along with monies being held for the MSBUi. will be returned to the residents. The next regular county com- mission meeting \1ill be at 5 pm. The program for October will have John and Mary Lou Missall from North Fort Myers, who are Caloosa Belle/Kristin Hunter Sabella Builders Corporation staff, from left Coordinator Assistant Lita Olmos, Cabinet Coordinator/Job Supervisor Jarena Woolsey, Office Manager Carolyn Irish and owner Jim Sabella. Not pictured: Kevin James, Construction Coordinator. Sabellas specializes in custom building By Kristin Hunter Sabella Builders has over 25 years of building experience. They specialize in custom built homes and do new construction as well as remodels of residential and commercial buildings. Mr. Sabella started his business in Cape Coral over 13 years ago and decided to move his company and family to LaBelle about three \ears ago. In LaBelle they have done proj- ects such as building the new Riverside Real Estate building on Hwy. 80, remodel the Bridge Street Coffee and Tea Company, as well as building custom built homes around LaBelle. Owner Jim Sabella said he moved his business to LaBelle to get away from the congestion of Cape Coral and move to a nice small town. He said, "We aren't the average builder. We are more than just a cabinet or a building company. We don't build cookie cutter houses. We specialize in Custom built homes. We're about building a quality product that will stand the test of time. We don't like to cut corners. We edu- cate our customers first before \e even consider talking about price. We don't want our customers to settle for something just because it's cheaper. W'e try to suit peo- ple's budgets, but sometimes they may have to go to another builder, because I'd rather see a customer \valk out %with the knowledge and then not have me build, than have a customer not be happy with the end product. We try to make the process of building or remodeling a residential or commercial build- ing as enjoyable as possible for the customers. We are a company that will be with you from start to finish " Their telephone number is 674-0505 and they are located at 110 Washington Ave. in a small yellow building that used to be the old Helen's Barber Shop Building, across from F'orida Community Bank. Library group is seeking a new home Barron Library is giving aw.ay the Library Cottage, the small green house just south of the library on Main Street, because the old frame building is uninsurable. It is being given to anyone who can haul it off That little building has been home to the Library Workshop Group since the 1990s. This group of dedicated book lovers is now searching for a place to call home. The group is hoping to find some- one (perhaps in need of a tax write off!) willing to donate a place with six or seven parking spaces and room for oodles of books. The group has furnishings, air condi- tioners, a refrigerator and office supplies as well as tons of books. They will also need a restroom and are hoping to have utilities also donated. This will be a walk around of the site and proposed locations, fol- lowed by a short indoor meeting. A slide projector will be there, video projector if you call 674-0647 to say you need it. The group will be mak- ing plans for a group visit to open- ing day of the new Clewiston Museum on Sept. 21. Come to free computer class LaBelle Assembly of God is workshopp Group gives donated books away to all comers, asking only for a donation. These dona- tions are all then given to the library to help purchase new books. The group had its first used book sale in 1990. Sales continued annually for II years, when mem- bers decided to give the books awav and simply ask for donations. Member Y\onne Ledbetter said the 've had "wonderful reactions" to the idea from folks from all over. The idea is self-generating because people often bring books to donate .while making a donation for differ- ent ones. The book giveaway is already closed down because the building is uninsured. Time is of the essence since the group is to vacate the cot- tage by mid-September. Puente's 5-yard run gave fans something to cheer about at the end of the game, while Jordan completed 13 of 23 passes, totaling 121 yards. FPL adds incentives, conservation In an effort to help customers conserve energy and control elec- tric bills, Florida Power & Light Company will soon offer additional programs and significantly increased incentives. FPLs new plan, approved by the Florida Pub- lic Service Commission, demon- strates the company's commit- ment to partner with customers during this time of rising fuel costs. Fuel costs, combined with increased summer usage, largely -attributed to air conditioning, have caused many customers to experi- ence increases in electric bills, which have been especially notice- able this season. The company plans to begin implementing the new initiatives before the end of the year. "We are committed to partner with our customers any way we can to help them control their elec- tric bills," said Marlene Santos, vice president of customer service for FPL. "We want to give customers every tool possible to make their homes and businesses more ener- gy efficient." The significant changes and additional programs are as follows: Residential Building Envelope -- An increase in the maximum incentive for ceiling insulation will more than double from $131 to $352. An increase in the maximum incentive for reflective roofs increases more than 50 percent - from $240 to $367 per participant. In addition, FPL added an incentive for light-colored roof membranes and reflective roof coatings with a maximum of $1,200 per partici- pant. Residential Low Income Weatherization -- There is an increase to the maximum incentive for air conditioning maintenance from $35 to $45 per participant. In addition, there is now an increase in the maximum incentive for weather stripping and caulking from $10 to $60. An additional $25 per participant was added for replacing room air conditioners with higher efficient units, further increasing incentives for this pro- gram. Residential Heating Ventila- tion and Air Conditioning (HVAC) -- Earlier this summer the PSC approved an increase in the incen- tive per participant for upgrading air conditioning units to more energy efficient equipment that will increase the average incentive more than 50 percent from $260 to $400. This change takes place Sept. 1. Business Building Envelope The program now offers win- dow-related technologies such as energy-saving window tinting as part of the business envelope pro- gram. Increased incentives for ceil- ing insulation ($185/kW max); roof insulation ($219/kW max); reflec- tive roofs $(579/kW max); and win- dow treatments ($429/kW max) add extra value for business cus- tomers. Business Efficient Lighting - Changing to more energy efficient lighting will soon pay more. There is an increase in this business ener- y program incentive from 101/kWto $132/kW. Business Water Heating pro- gram This new energy conser- vation program applies to the instal- lation of qualifying heat recovery units or heat pump water heater equipment. The maximum incen- tive is $881/kW e Business Refrigeration - Refrigeration can be one of the largest users of electricity for a busi- ness customer. That's why FPL will offer this new program that pays a maximum of $80/kW for the instal- lation of qualifying controls and equipment that reduces electric strip heater usage in refrigeration equipment. Business HVAC Approved earlier this year, this program will soon offer updated minimum qual- ifying energy efficiency standards to reflect newer guidelines used by the U.S. Department of Energy Standards as well as raised and added incentives on qualifying HVAC systems. Business incentive programs such as the Direct Expan- sion (DX), chillers, energy recovery ventilators, thermal storage and more will offer large increases in incentives that will as much as dou- ble. The new guidelines take effect Sept. 1. In addition to these newly- added or improved programs, FPL continues to offer residential duct system testing and repair, the programs BuildSmart program for new homes built with energy efficient features and equipment, and resi- dential energy conservation servic- es such as online home energy sur- veys. Business customers are encouraged to continue to take advantage of business custom incentives, commercial demand reduction, and business energy evaluations. For the past 25 years, Florida Power & Light Company and its customers have implemented one of the most successful conservation and energy management programs in the country. In 2005, the compa- ny invested more than $100 million on conservation programs and energy management incentives. According to the latest US Depart- ment of Energy (DOE) report on conservation programs, FPL was rated number one among utilities nationwide. FPL estimates that the electricity saved through these pro- grams recently approved would supply 188,000 homes with elec- tricity during the summer peak usage period. The rising cost of fuel used to make electricity at power plants has caused the fuel portion of cus- tomers' electric bills to rise 19 to 28 percent. The cost of fuel is a pass- through cost on which FPL does not make a profit. The base rate portion of the electric bill is the non- fuel cost of producing and deliver- ing electricity. This has been reduced by 15 percent since 1999. *iOtr .J a a - -, A, S U U 'S ,. .. "' T ..*'.,. .":" ,* ,: S .
