Women get a new roof Thanks to the generosity of folks in LaBelle and several other towns, Dorothy and Patri- cia Riddle are getting their new roof. The women, both. dis- abled, have been struggling to fix their roof since Hurricane Wilma came through last year. They have no insurance and were turned down by FEMA. The women greatly appreci- ate the generosity. The account remains open, however, because the women still have other needs. Any donations will be put to good use. The Dorothy Riddle Benefit Fund is open at Olde Cypress Bank. Help make shelter a reality The Homeless Coalition is seeking donations to build the first homeless shelter in Hendry County. The same type of personal watercraft you see playfully zipping across the water on weekends can dou- ble as rescue vehicles out on the river. EMS Director Randy Bengston jumped at the opportunity pro- vided by US Congressman Mark Foley 'a couple months ago, when his office relayed an offer from the Personal Watercralt Association to lease these vehi- cles to local emergency agencies Hendry County is the first to receiveone of these craft. The Honda Aquatrax F-12 four stroke DOHC personal watercraft will provide quick response to river emergencies, said Mr. Bengston, and will pro- vide easy river patrol capabilities, especially in tight areas like oxbows. In an emergency, they can be launched much quicker than the EMS-Fire rescue boat - providing a much better safety net forvictims of river mishaps or .those who need medical atten- tion while onboard a boat. HIV testing is important so you can seek.med- ical care if you are infected. Also, research has shown that most people who know they're infect- ed take special car not to infect others. Medical science has yet to find a cure or a \accine for HIV. Research continues, ,but the virus .is especially tricky. It can mutate in \%ais that prevent HIV drugs tronm \oiking prope ly. These drug resistances can be passed to newly-infected individ- uals, even though those people had never taken HIV medica- tions before. HIV/AIDS medical care often includes daily multiple doses of dilferent medications. These strong medications defi- nitely improve the life expectan- cy of those living with HIV or AIDS,. but they also can have side effects. And there's always the fear that someone will reach the point when HIV medications no longer \\ork.. Living with HIV, AIDS makes life much more complex. Patients normally see their doctor monthly. Their blood is moni- tored to see how strong their immune system is and how many HIV viruses are estimated to be in their blood. Medication regimes are based on the results of these tests. With good self care and regular visits to the doctor, those living with HIV or AIDS can lead healthier lives. See HlV -Page 2 Shelter plans undergo change By Patty Brant Plans for a local homeless shelter look like they're begin- ning to gel and ' LaBelle area homeless will' eventually have a place of tem- porary respite. The Hendry County Homeless Coalition is overcoming a few snags to its plan to open a small shelter at the site of Freedom Fellowship Ministries on SR 29N. In discussions, with the county planning and building departments, the coalition has found that a shelter would have to be almost twice the size it was planning Code enforce- ment requires a minimum of' 600 square feet for such shel- ter; the- coailtiou i haJ beten looking at a 3F60 square foolr shed to modify \with a sleeping area. That plan would also have required a variance from the county. Coalition members met with zoning personnel last week and came away heart- ened by what they learned. The site for the proposed shelter is zoned commercial, and a homeless shelter is allowable under that zoning. The idea of rriditri ng a shed or using a mobile home is not really feasible, they learned, 'but a 600-square foot cinder block or frame -uiiding would be acceptable. A mobile home would require a special excep- tion. President of the. Congressman Foley said Hendry County got the first one authorized through the program. Palm Beach County. has one in the works. He explained that it's a free one-year opportunity from the Personal Watercraft Associa- tion program with Honda and several other makers. Communi- ties must apply for the craft, which must be used for water rescue. EMS will test the craft during the year to determine See Craft -Page 2 Big shoes to fill By Kristin Hunter June 30 is Paul Puletti's offi- cial last day as LHS principal. When asked why he was mov- ing on Mr. Puletti simply said, "It was time." "Everything was moving upward; the school grade increased, the 'staff was coming together and the school would be in good shape for the new person coming in after being repaired and land- Sscaped." He felt as though he was leaving the school in good condition. Mr. Puletti has a long history at LHS. He graduated-from LHS in 1975. He spent 20 years of his life on the faculty there. He began teaching at LHS in 1986. He was an English teacher for nine years; he taught reading for three of those years; he spent'his last seven years as principal and four . years as assistant principal prior to that. Principal Mr. Speaking Paul Puletti of the new person coming in, the new principal is going to be Dan Gilbertson from Michigan who will start July 5. He has previ- See Retired Page 2 Work with crisis pregnancy honored There was a luncheon held on June 5 to honor Janis Davidson's volunteer work with the crisis pregnancy center and her retire- ment from the board. I asked Janis the following questions: Tell me about the Cri- sis pregnancy center and how it Works. How many years were you a part of this and how many years were you on the board? What did you do over the course of your time with the center? How has it changed? Where did you meet?' This is how she responded: To answer your first .two questions, Janis said, "I was a part of a group of women here in LaBelle who saw a need for a crisis pregnancy center for women in Hendry County and began searching for a way to meet that need. Somewhere in the mid 80's, I believe, we, as a group of volunteers became a satellite office of Shepherd Care Ministries of Hollywood and Ft. Lauderdale. Years later we incor- porated as Precious Life Center of LaBelle." Originally, we offered free pregnancy tests, counseling, informative literature and videos, maternity and baby clothes and maintained a 24-hour phone line. We were available to do informa- tional programs in schools,youth. groups, or business group meet- ings. We also did referrals for group housing or adoptions for those who might be interested in these options. Because we were always a fairly small, but dedicated, group of women, I served in many dif- ferent capacities-president, vice- president, secretary, treasurer, telephone counselor, and office counselor. I also was part of a team of speakers for information- al programs and helped with fund-raising projects. Our first office was in the origi- nal Y.M.C.A. Program building on N, Bridge Street. We next moved to the Hendry House for several years and finally settled into the Creative Counseling Office on Lee Street. We were flexible, however, and would meet clients wherever it was comfortable for them our main concern through the years was confidentiality. We did strive to make sure that each volunteer understood that part of our service. In the latter years of my work with Precious Life until my retire- ment last year, we did not have the client-counselor contact that was so much a part of the early and mid years, even though this was still available. We concen- trated on informational outreach programs and health fairs. From the beginning, our vol- unteers have all been of "one mind and one accord" in agree- ing that life is precious and is the creation of a loving God. We wanted to be available for sup- port and encouragement to help women in a crisis pregnancy situ- ation. Mr. Puletti's first assignment is to work with the new principal for one week to show him the ropes. After that, he will start his new position with the county as a Teacher on Assignment. Mr. Puletti is not going far. He says, "I will miss the kids, but I will actually be working more directly with them in my new position." He is taking a new position with the county that has been in the works for a few years called Teacher on Assignment. This position is intended to design a reading program for per- sonal projection that is helpful to students in being successful on the reading portion of the FCAT. With Mr. Puletti's background as an English teacher he should help him be very successful. This will be thefirst year since the 1990s that the high school will have an actual reading class. Foley recently secured $1.5 million for widening and overlaying CR 78 from Hendry/Lee County line to SR 29 in the position so he will have a lot to figure out as he goes. Howev- er, he does know that he will be going around to all the Hendry County middle and high schools, to assist the teachers with read- ing. He will be working with staff development issues as well as reworking and rewriting the DELTA Program. The DELTA pro- gram is a new state initiative that trains new principals on compe- tencies that they are expected to have. There is a system in place now, but from time-to-time it needs to be updated. The reading program is something new for the state of Florida at the second- ary level. It is intended to main- tain or raise FCAT reading Iand writing scores for middle and high school students. His office will be located on the second floor of the old court- house building. Mr. Puletti said he will miss being the high school principal, but is very much looking forward to his new position. In one incident, shots were:fired, but no one was injured. In another incident, two men suffered gunshot wounds; one in the leg; the other in the buttocks as he was attempting to flee.. At, several residences, victims reported having money stolen and in one case 12-inch woofer speakers and an amplifier'were taken from victims' trucks. During several of the incidents, victims were physically attacked. Victims said intruders entered a residence on Lillian Street in LaBelle wearing homemade masks, and carrying a revolver and a semi-automatic. They took approximately $55: from one where he, called the sheriff's office. In one incident on SR 29S, one man, who had been sleeping in the living room, said gunmen pulled the front door open and put a gun to his head, demanding money. He gave them $400..He was thrown to the floor and the intruders went into different areas of the home. Another victim said he was in his bedroom when an intruder armed with a revolver threw him on the floor. The victim was struck in the mouth and also on the back of the head, then ordered into, the living room where other victims were congre- gated. A third victim said he was awakened by a man holding a gun in his face. He also gave his' attacker money when it was demanded. I am eager to discuss my positions on the issues with you in the forum of your choosing. I have been a member of the LaBelle communi- ty for more than 30 years and I have always been very interested in the governing of the communi- ty. In fact, I ran for a 'seat on the Hendry County School Board in 1992. 1 have never been content to watch from the sidelines and I feel now is a good time to throw my Shat in the ring for city commission- er. Dave Lyons has been on the board since 1988. His experience cannot be taken lightly. I have seen the decisions he has made and the outcome of those decisions and I personally feel the city benefits from his years of knowledge and experience. I apologize for not making my position on annexation more clear. I do not welcome unlimited annexation. I am for the planned and purposeful annexation of the property adjacent to our city. Yes, annexation brings in valuable rev- enue, but it also brings along some added expenses. I think it is key That everyone understand that the annexation will be slow and growth will be gradual. Our city employees such as code enforce- ment staff and water meter readers are stretched to the max now.,We can't handle even five more hous- es, but with the added revenue that annexations will bring, we can hire new staff. We are going to have to hire new staff with annexa- tions or without. What you see as expenses, I see as good paying Speak Out new jobs for members of our community. The same thing goes for city hall. We need more space with or without the annexations. Not only that but we also need the annexations to help fund the new water plant. The more customers you have paying the bill, the less expensive it is for all concerned. What you see as a negative impact, I see as a positive growth opportunity. The "let's stay as we are" mentality doesn't work. The fact of the matter is growth is hap- pening and will continue to hap- pen. We can choose to have that growth inside our city limits or out- side our city limits. We can plan for it, control it and make it a positive growing experience or we can ignore it until it is out of control. I think we need to take a proactive approach to growth and anriexa- tionso we can help keep LaBelle a gracious and loving place to live. We cannot fear the future-we must embrace it. As for code enforcement, yes, the code review board consists of developers and real estate agents. The reason for that is they are knowledgeable about issues the. code review board tackles. They are qualified and while you ques- tion their motives, I see them as upstanding citizens of LaBelle who have volunteered their time to make our city a better place to live. Their meetings are operated "in the sunshine" and if you personal- ly feel they are in violation of the. sunshine laws, please feel free to call the state's ethics commission to report them. I think you will find they have done everything correct- ly. Possibly you are correct that they have an interest in.the out- come other than making LaBelle a better place to live, but surely, they don't all have the same interest and I think they have done an - ` a' a I I I' 1 upstanding job. Not only that, but it is also my understanding that they have tried holding the meet- ings at different times and loca- tions to drum up more public par- ticipation with little success. Of course, we all understand how difficult it is to read legal notices. I am in favor of also print- ing a "plain language" notice. In order to make sure everything works, we need to change our notification policy to make sure everyone can understand what they are reading. Yes, there are dif- ficult decisions to bemade. Some- times that may involve saying the time for discussing that is done - sometimes it may mean reconsid- ering it. We create rules for a rea- son. If we don't like the rules then we need to change them. As your commissioner, you will be able to come to me anytime to discuss your concerns and I will-see to it that those concerns are addressed. By the way, the zoning changes are in my 'backyard. They directly affect me and my neighbors and I am in favor of the zoning changes in that area. Ms. Dunne, I don't want to get in a tit-for-tat argument with you about personal matters. However, I feel as though you are trying to instill a culture of fear in LaBelle's residents. Changes are going to happen. We cannot sit on our hands andfear the inevitable. We have the opportunity now to affect changes in'our community that will make it a wonderful place to live for years to come. We need to plan and prepare. We' need to make tough decisions and- find ways to pay for improvements. I will be a strong voice for our com- munity on the board. I want to help shape the future of our com- munity and keep it a wonderful place to live. heal estate taxes take care A problem with Florida Real Estate taxation There are a great many peo- ple living here in south Florida that share a common problem when it comes to selling their homes. It's the lack of "portabili- ty." Most of us own (although our mortgages secure part of our asset to the bank) the homes we live in. Over the course of the last ten years, our property val- ues have increased to double or, maybe triple what it was back then. Because the Florida Legisla- ture passed a law that prevents our property taxes from going up more than 3 percent per year, our ad valorem taxes are afford- able. This only applies to your primary residence as a citizen of the state of Florida. You also have the $25,000 homestead exemption to reduce your tax base and there are a few other small exemptions for some spe- cial circumstances. School taxes are not limited to the three percent rule. If a lot of children move into the area, as with lower income communi- ties that appeal to young fami- lies, the potential increase in taxes for new schools and their ongoing operation can be real significant. Also special munici- pal taxing districts and fees exist ' such as are,, found with some roads and mosquito spraying. The cost for new schools is your biggest concern. Let's assume you decide to move to a new primary resi- dence here in Florida. This may be for any reason including the following: you want a newer modern home; you want more acreage; you want a different locale, you want to downsize to a condo; you want to move to a golfing community; you want to move to a waterfront property; you want to retire and take advantage of the tax law that allows you to cash out some of your equity in your home and invest that money. Now we get to the problem. Say you originally bought your home ten years, ago for $200,000. Over the years you have fixed it up and put $25,000 in additions. You have a cost basis of $225,000. After exemp- tions; assume your current prop- erty tax is $1,800. Today, your home may bring $700,000, due to escalation in value here in south Florida. So, you sell your home for that amount and trying to keep things realistic, you buy a new or newer home for the same price of $700,000, in the location that you desire. All you have done is move. Your new home is the same value as your old home. But do you know what will happen regarding your new home ad valorem property tax? It may be $6,000! We are talking an increase of approximately $4,000 just because you decided to move. You now have to pay that extra tax money every year. Imagine what can happen with more expensive homes. It can be an increase in excess of ten thousand dollars per year. For many middle aged and older people who want to retire, and not increase their cost of living expenses, moving can be a financially challenging experi- ence. One solution is to cash out some of your equity while buy- ing a little less expensive home and using the money for future taxes. Regardless, the fact that we do not have "portability" of our homestead tax base is a problem for all of us living in Florida with appreciated proper- ty values. Lake conditions bode well for hurricane season With Lake Okeechobee's water level at 12.12 feet as of June 20, Jacksonville District water managers believe they are in an excellent position to marriage the lake and'Herbert Hoover Dike for the remainder of the 2006 hurricane season. "Let's put it this way," said John Zediak, chief of the Jack- sonville District Water Management Section, "from this point in time, it would take more than nature dealt us in each of the past two years to give us serious trouble with the'lake or Herbert Hoover Dike." The lake now starids at its lowest point since June 22, 2002. In 2004, when four hurricanes struck Flori- da, the lake stood at 12.71 feet on the same date. The lake's level on June 20, 2005 was 15.3 feet. "You'll have to throw more at us than either one, of those years," Zediak continued. "Right now, with the current lake level and the other conditions, we could stand a repeat of either 2004 or 2005 and still be in.good shape. Also, this hurricane sea- son is forecast to be an active one, but not as active as last year." These new reciprocal bor- rowing agreements reduce the number of interlibrary loans, saving staff time and shipping costs. To facilitate assistance' in the community, Catholic Charities is participating in a project spon- sored by Governor Jeb Bush's Florida Hurricane. Relief Fund called. Neighbors to the Rescue. This program puts neighbors in touch with neighbors to provide relief to individuals and families whose liv\.s were disrupted by Hurricane Wilma. The Neigh- bors to the Rescue program con- nects volunteers, taps into com- munity resources and creates .virtual warehouses of available materials, goods, services, trans- portation and housing for those recovering from the storm that devastated South Florida. SCatholic Charities is looking to the community to help assist the last group of victims of Hurri- cane Wilma that need to be ready for the 2006 hurricane sea- son. "We are looking for volun- teers, business and organiza- tions that can offer short-term assistance to get victims back on their feet quickly," said Peter Roulsis-Arroyo, president: of Catholic Charities, Diocese of Venice, Inc. Help can come in the form of interior and exterior home repair, donation of furni- ture or appliances, landscaping services and cleanup, hurricane prevention materials, housing, transportation or volunteers who can coach a family or indi- vidual with their specific needs. Mary Ashley, a resident of Naples who is physically chal- lenged and a victim of Hurricane Wilma, was assisted by the Neighbors to the Rescue pro- gram. According to Patricia Rios, Catholic Charities Neighbors to the Rescue Coordinator in Col- lier County, a tree fell on Ashley's mobile home resulting in dam- age to the roof and causing the floors to collapse in the bed- room and hallway. The roots of one tree also ripped the air con- ditioning unit away from the home and another fallen tree blocked her doorway. Through the Neighbors to the Rescue database and virtual warehouse, Rios found a volun- teer group called Chain Sa'w for Jesus to cut and remove tree branches at no cost for Ashley. Tree stumps were removed at a reduced rate by Affordable # 1 and Taylor Made Roofing donat-. ed materials for the roof repair and built a foundation for the new air conditioning unit. Flori- da Comfort Systems installed the air conditioning system with a rebate given by Florida Power and Light. "After this project, the owner of Taylor Made Roofing offered his individual service as avolun- teer for the program by donat- ing construction materials that could be used to help victims," Rios said. "When communities ..,.--" ,x t, work together after a disaster, recovery time is much faster," she said. The Neighbors to the Rescue program offers two basic opportunities to become involved with assisting individu- als and families from the devas- tation of Hurricane Wilma. The first is by offering to coach a family or individual where a vol- unteer or group of volunteers is matched \\ ith victims who qual- ify for assistance. Second, those looking to help can donate items or services to the virtual ware- house, where donors,'volunteers will be contacted when a specif- ic match is found for a hurricane victim. Catholic Charities has three Neighbors to the Rescue coordi- nators located in Lee, Collier and Hendry counties, the areas hard- est hit in the Diocese of Venice from Hurricane \Vilma. "It is imperative that everyone in those communities impacted by the storm be fully functional again to be prepared for the next hurricane season," said Routsis- Arroyo. Warrants issued in land fraud scam Grand theft warrants for land scam fraud have been issued for the arrest of Yelitza Martinez and Nelson Pena both of Miami. According to Sheriff Ronnie Lee, authorities believe the pait has been picking vacant property, researching the owners' names and then presenting fraudulent quit claim deeds placing the prop- erty in their names or an alias. After the fraudulent filings, the properties were quickly and ille- gally sold to unknowing individu- als. To date the criminals have defrauded individuals of approxi- mately $190,000. Another $40,000 loss was prevented when the Hendry County Sheriff's Office Criminal Investigations Division was able to have funds frozen before the transaction could be completed. This pro- gram is sponsored by the Florida Nursing Association District 7, which encompasses Lee, Char- lotte, Desoto and Hendry coun- ties. It was established to honor the best of the nurses living and working in the four counties. The Progressive Care Unit staff of Lee Memorial Hospital where she works as a Level III expert nurse; nominated Marva. She was nominated for demonstrat- ing excellent clinical practice. Marva was then required to sub- :mit an exemplar or narrative of a patient care experience where her nursing assessment and inter- ventions made a.difference. A committee of nurses judged these exemplars and Marva was selected as one of the three run- ners-up out of the over 300 nomi- nees from the four counties. Marva was notified of her selection for this award at work, where she was awarded flowers, balloons and congratulations from the senior nursing leader- ship of the Lee Memorial Health System as well as the leaders of the Florida Nursing Association (FNA). Marva and the other winners were honored at a gala celebra- tion on May 12 at the Heritage Palms Golf & Country Club in Ft. Myers. At 'this banquet Heather Turco, the mistress of cere- monies and a Waterman Broad- casting News Anchor, the FNA clinical excellence committee and their fellow nurses, honored the winners. They were given cer- tificates, trophies, aid free mem- bership in the FNA for 6 months and financial awards. Also at this event each winner presented his or her exemplar to those assem- bled. The winners are now entered into the state nursing clinical excellence competition and the exemplars will once again be judged for demonstration of expert nursing skills. Marva will also present her exemplar to the Lee. Memorial Health System Board of Directors and will be honored by them for her accom- plishment. This is the second year that Marva has received this award. Marva is a staff/charge nurse at the Lee Memorial Hospital Pro- gressive Care Unit. She has obtained Level III status in the Professional Nurse Advancement program which designates her as an "Expert Nurse" and has main- tained this status for the past two years. She is a. Certified Cardiac/Vascular Nurse as well as a Progressive Care Certified Nurse. She is a 2004 Lee Memori- al Health System Clinical Excel- lence award winner and afl adjunct professor of nursing at Florida Gulf Coast University. As one of the seven-member Tallahassee Serinas synchronized swim team, she is taking that skill to a higher level. Amber's novice team won two gold medals in the Sunshine State Game competition Sunday, June 18, at University of Miami. They took the gold in team routine and trio routine. The sixth-grader says it'shard work to be on a swim team. They practice twice a week at Trousdell pool in Tallahassee 11 months a year. She's got a month off now. After competing in Miami, Amber came to Pioneer Plantation to send some time with her grandparents, Fred and Pat Bosley. Amber is the daughter of David and Sharon Bosley. She was born in West Palm Beach and attended Central Ele- mentary in kindergarten and first grade. Her mom worked for the City of Clewiston and also for Hendry Regional Medical Center before the family moved to Talla- hassee five years ago. Her dad, David, is self employed in the con- struction homecare business. She has a seven-year-old brother, Austin. Swimming with the Serinas gives her time to relax and make new friends and she gets to go neat places like Miami and Daytona for competitions. Of course, she gives up a lot, too.
