ABSTRACT


This paper presents the results of a shift-share analysis of local
government expenditures for each of Florida's 67 counties. The analysis
was completed for seven local government expenditure categories over the
time period 1973-1977. Results of the analysis allow a detailed and
systematic examination of local government expenditure growth in Florida
counties.

GROWTH PATTERNS IN LOCAL GOVERNMENT EXPENDITURES IN
FLORIDA COUNTIES, 1973-1977

Many Florida communities experienced substantial population growth

during the 1970's. Partly as a consequence of this growth, local govern-

ment expenditures for public goods and services grew very rapidly in both

absolute and relative terms. Communities interested in managing economic

growth and local government expenditures need to understand changes and

trends in public sector expenditures.

This study describes 1973-1977 local government expenditure growth

patterns in seven expenditure categories for each of Florida's sixty-

seven counties. A shift-share framework is utilized to organize the data,

summarize the 1973-1977 local government expenditure growth trends, and

qualitatively describe apparent relationships of expenditure changes to

hypothesized causal forces.

THE SHIFT-SHARE FRAMEWORK


The shift-share technique was popularized in 1960 by Dunn (4) and

Perloff et al. (7) and by Ashby (1) in 1965. The technique was severely

criticized in a well-known 1967 article by Houston (6). His argument

was that (1) the technique is devoid of behavioral content, (2) only the

competitive or local share effect uses regional information, and (3)

the mix and local share effects vary with the level of aggregation. Brown

(3) made similar observations and concluded that the framework was not

useful for regional projections.

Addressing the points raised by Houston, Ashby (2) has pointed out

that much of the criticism was raised because too much was expected of

the analysis. Shift-share analysis is a descriptive tool for organizing

data. It is not a predictive tool and, consequently, should not be crit-

icized for its inability to predict. It is subject to many of the same

aggregation problems that are present in other techniques. However, de-

spite its shortcomings, it does provide a rational and orderly method for

sorting out factors which relate to differences in the rate of growth

among regions and for that reason it is useful for describing changes that

have occurred in local government expenditure data.

Shift-share analysis separates an area's change in economic activity

into three factors and measures the contribution of each. Employment has

been the unit of change studied in most shift-share studies but in this

study the framework is applied to local government expenditure data. The

first factor of a shift-share analysis measures the change in expenditure

within a county (local area) in terms of the change in the state (reference

area). This effect is determined for a county by multiplying each expen-

diture category in the base year by the percentage change in total state

expenditure between the base year and the terminal year.

The second factor, the component or expenditure mix effect, measures

the distribution of rapid and slow growing expenditure categories in the

county relative to the state. It is calculated by subtracting the all

expenditure state growth rate from the individual expenditure growth rates

in the state. These deviations are then multiplied by the base year ex-

penditure in the respective categories of the county. These first two

factors compare the expenditure structure of the county growth to that

of the state reference area.

The third factor, the local share effect, measures the expenditure

position of the county and each component in the county relative to the

state. It is calculated by taking the difference between the percentage

change in expenditure in the county and the percentage change in the same

component of the state and multiplying that difference by the county com-

ponent in the base year. Thus, the local share effect, sometimes called

the competitive share or distributional effect, measures whether the local

expenditure categories are gaining or losing in their proportionate share

relative to other areas of the state. By comparing what actually happened

over time in each expenditure category for the county to what would have

happened if the county had grown at the same rate as expenditure grew in

the state, the analysis isolates study area expenditure growth differences

from the reference area norm.
Shift-share analysis for expenditure category i with dollars as the

unit of measure can be stated mathematically as adopted from Gordon and

Darling (5) as follows:

SHIFT-SHARE ANALYSIS OF LOCAL GOVERNMENT
EXPENDITURES IN FLORIDA


Local Government Expenditure Data

For this study, counties were selected as the geographical unit of

analysis. The study covers the period from 1973-1977. The time

period chosen was greatly influenced by the availability of data. Annual

data for expenditures in seven categories plus a total were compiled for

Florida local governments and made available on computer tape by the

Comptroller's Office of the State of Florida (8). The seven expenditure

categories and their subcategories are identified in Table 1. For each

category, a combined expenditure including labor costs, other operating

costs and capital outlay was computed. Expenditures for each county

were inclusive of all constituent local governments -- i,e., including

county government, cities within a county, and special districts within

a county.


Overview of Local Government Expenditure Growth in Florida


Although the recession of 1974-1975 slowed the rate of in-migration,

Florida's population increased an estimated 706,722 persons from 1973 to

1977, an increase of 9.4 percent (Table 2). .Yet, as shown in Table 3,

from 1973 to 1977 local government expenditure in Florida increased a

total of $1.81 billion or 108.6percent. Only one of the seven categories,

physical environment, evidenced a decline in expenditure. Growth in the

other six expenditure categories was rapid, although public safety, phys-

ical environment, transportation, and culture and recreation expenditures

each represented a smaller proportion of total expenditures in 1977 than

in 1973. General government and economic environment expenditures in-

creased more rapidly than the total of all expenditures.

The largest local government expenditures and the largest dollar

increases in expenditures over the 1973-1977 tend to be in the most

populated counties. Dade, Broward, Hillsbo'rough:, Duval, Pinellas, Palm

Beach, Orange, Volusia, Leon and Lee are examples of counties with

relatively large populations and high levels of local government expen-

diture (Table 4).

By comparing Table 2 and 4 it is evident that the percentage growth

in local government expenditures exceeded the population growth rate in

each of Florida's counties with the exception of Union County. As noted,

the average increase in local government expenditure over the 1973-1977

period was 108.6 percent. However, there were substantial differences

among the counties in percentage increases in local government spending.

Percentage increases ranged from a reported 45.8 percent decline in Union

County to a 418.7 percent increase in Leon County.

Tables 5 and 6 contain information on the relative share of local

governments budgets by county going to the various categories of expen-

diture. Variations among the counties in the percentage of expenditure

in the seven categories are numerous (Table 5). Per capital expenditures

also vary widely. In 1977, per capital total local government expenditure

ranged from a low of $124 in Union County to a high of $638 in Leon

County (Table 6).

This brief overview suggests that both the growth and mix of expen-

ditures vary substantially among Florida's sixty seven counties. These

differences are the focus of this study.

Interpreting the Shift-Share Results


Local government expenditure data by category for the years 1973

and 1977 along with the results of the shift-share analysis are shown for

each of Florida's counties in Appendix Table 1. To illustrate, the upper

third of the first page of Appendix Table 1 presents expenditure data and

analysis for Alachua County. The first two data columns contain, respec-

tively, 1973 and 1977 expenditure data for each category and a total

expenditure figure for all local units of government within Alachua County.

The third column shows the dollar change in expenditure from 1973 to 1977.

For example, economic environment expenditures in Alachua County increased
$5,339,042 from $771,643 in 1973 to $6,110,685 in 1977.

The fourth, fifth and sixth data columns contain the results of the

shift-share analysis. As explained, the shift-share analysis separates

the total change into three components. For example, the base area

growth component for economic environment expenditures in Alachua County

is $837,939.90 and indicates that if 1973 expenditure in this category

had grown at the average growth rate for all local government expenditures

in the state 108.6% that the change would have been $837,939.90 ($771,

643 x 108.6%. These calculations will not be exact because of rounding

errors.) However, the expenditure categories grew at different rates over

the study period. In fact, economic environment expenditures in the

state grew at an average rate of 903.6 percent, much higher than the

108.6 percent average growth of all expenditures. The $6,134,692 ($771,

643 x 903.6% $837,939.90) in column 5, Expenditure Mix, indicates how

much more expenditure in the economic environment category in Alachua

County would have increased if expenditure in this category had grown at

the same rate as in the state. The sixth data column, County Share,

compares the growth in expenditure for a category in the county with the

state growth rate for that category. In this example, the Alachua County

increase in economic environment expenditure was 691.9 percent compared

to 903.6 percent in the state. This adjustment shows that economic en-

vironment expenditures in Alachua County actually increased $1,633,590

($771,643 x 691.9% $771,643 x 903.6%) less from 1973 to 1977 than if

they had grown at the same rate as this category grew in all local govern-

ments of the state. Shift-share analysis does not explain why local

governments in Alachua County were able to raise' economic environment

spending less than other local governments in Florida. The analysis

merely separates the change into three components and, thereby, is useful

in raising questions about why local changes occurred as they did after

standardizing for base area and category differences in expenditure growth.

To facilitate discussion of the shift-share analysis results,each

Florida county was assigned to a class based on whether the expenditure

mix and county share were both positive, both negative, or some combina-

tion of positive and negative. To separately identify situations where

a county was spending nothing for a particular item in 1973 one additional

class was required. The following chart summarizes the criteria for as-

signing a particular county to a class.

Shift-Share Analysis of Local Government Expenditures: An Overview


The general government expenditure category includes legislative,

judicial, executive, financial and administrative, legal, personnel,

planning and other general government services. The total of general

government expenditures for all local governments in Florida in 1977 was

$801,556,727, up 154 percent from 1973 (Table 3). The category's pro-

portion of total expenditures also increased from 18.8 percent in 1973

to 23.0 percent in 1977. Thirty eight of 67 counties allocated a larger

percentage of their budgets to general government expenditures in 1977

than in 1973 (Table 5). Over 50 percent of Gilcrest County's local

government expenditures were in this general category as were more than

40 percent of expenditures in Glades and Hamilton Counties. At the other

end of the spectrum, Washington County allocated only 10 percent of its

local government expenditures to this category. Per capital general gov-

ernment expenditures in Florida averaged $94 in 1977 and ranged from $41

in Jackson County to $174 in Leon County (Table 6).

The positive expenditure mix figures in the county shift-share

analyses show that outlays in this category were increasing faster than

the average increase of all expenditures in Florida (Appendix Table 1).

The twenty-six counties exhibiting relatively fast growing expenditures

in this category from 1973-77 (class 1 counties for this category of ex-

penditure in Appendix Table 1) are widely spread across the state as are

counties with relatively slow growing expenditures. There is some ten-

dency for medium-sized counties to have relatively fast growing expendi-

tures in this category. On the other hand, both sparsely and more popu-

lated counties appear likely to have experienced relatively slow expendi-

ture growth in this category.

The public safety category includes expenditures for law enforcement,

fire control, detention and/or correction, protective inspection, and

emergency rescue services. Public safety expenditures for all local gov-

ernments in Florida totaled $757,832,717 in 1977, an increase of 91.3 per-

cent over the comparable 1973 figure (Table 3). However, the proportion

of the 1977 total expenditures represented by public safety expenditures

declined from 23.7 percent in 1973 to 21.8 percent in 1977. Thirty-nine

Florida counties allocated a smaller percentage of their budgets to public

safety in 1977 than they did in 1973 (Table 5). The proportion of total

expenditures represented by public saf'.ty expenditures varied widely

among the counties. Okeechobee County allocated 37.5 percent of its

budget to this category whereas the comparable figure in Washington

County was 8.8 percent. As seen in Table 6, per capital public safety

expenditures in 1977 averaged $89 and ranged from $29 in Holmes County

to $118 in Orange County.

Expenditure growth in public safety grew less rapidly than the state

average of all expenditures from 1973-77. Consequently, the expenditure

mix components of the shift-share analyses were negative. However, in

the majority of Florida counties expenditure for public safety was in-

creasing faster than in the state as evidenced by the positive county

share effects. Several of the more populated counties including Dade,

Palm Beach, Brevard Duval, Alachua and Lee experienced negative county

share effects indicating a slower rate of growth than the state average.

Perhaps these counties had established their public safety programs prior

to 1973 while the less populated, but growing, Florida counties had to

spend relatively more money for public safety during 1973-77.

The physical environment category includes expenditures for conser-

vation and development of natural resources, downtown development or

improvement authority, pollution control, cemeteries, flood control and

plant control. As shown in Table 3, 1977 physical environment expendi-

tures by local governments in Florida were $46,986,303 down 31.7 percent

from the 1973 total of $68,827,347. Expenditures in this category repre-

sents the smallest proportion of total expenditures for.all categories,

1.4 percent in 1977. Despite the declining expenditure trend in aggre-

gate, 42 of 67 Florida Counties actually increased the percentage of their

budgets allocated to this category from 1973-1977 (Table 5). However,

the percentage of expenditure in the physical environment category was

not large in any of the counties. The 10.3 percent of total expenditure

in Martin and Suwannee Counties was the highest among the 67 counties.

Per capital 1977 expenditure, shown in Table 6, averaged $5.49. The

highest per capital expenditure for physical environment expenditures was

$25 in Martin County. Several counties reported expenditure of less than

$1.00 per capital.

Expenditure growth in physical environment decreased from 1973-77

in the state and; therefore, growth in this category in the shift-share

analyses was less rapid than the state average of all expenditures (Appen-

aix Table 1). However, most counties in Florida had positive county shares

indicating that outlay increases from programs'in this category grew

faster than the state average for this category. Eleven counties in-

cluding Dade, Duval, Brevard and Alachua had negative county shares in-

dicating that expenditure grew less rapidly for these programs than the

state average. As with public safety, these counties may have incurred

rapid expenditure growth for physical environment prior to 1973. Ten

counties reported no expenditure in this category in 1973 but all coun-

ties reported 1977 expenditures in the physical environment area.

The transportation category includes expenditure for streets and

highways, transit, airports, water ports and parking. The total of

transportation expenditures for all local governments in Florida in 1977

was $610,835,403 up 72 percent from 1973 (Table 3). The proportion of

total expenditures going to this category, however, declined to 17.5

percent in 1977 from 21.2 percent in 1973. As shown in Table 5, 53 of

the 67 counties allocated a smaller proportion of their budgets to trans-

portation in 1977 than in 1973. Sumter and Sarasota Counties allocated

5 percent or less of their budgets for transportation expenditures where-

as Dixie County allocated over 31 percent of its budget to this category.

Per capital transportation expenditures by local governments in Florida

averaged $71 and ranged for $7 in Sumter County to $124 in Dade County

(Table 6).

Growth in transportation expenditures was less rapid than the state

average of all expenditures from 1973-77;consequently, the expenditure

mix components of the shift-share analyses were negative (Appendix Table

1). Counties along the southeast coast, counties in the west central

coast region, and more urban counties in the Panhandle had positive

county or local shares which indicate relatively rapid growth in trans-

portion expenses.

The economic environment category is composed of programs including

welfare, employment opportunity, veterans services, housing and community

development. Local governments in Florida spent $303,154,659 for economic

environment expenditures in 1977 (Table 3). This level of expenditure

was more than ten times as large as the $30,206,461 spent in 1973. The

percentage increase of expenditure over the 1973-77 period, 904 percent,

was larger for this category of expenditure than any other. Sixty three

of 67 counties spent a larger proportion of their budgets for economic

environment expenditures in 1977 than in 1973 (Table 5). Only Bradford,

Calhoun, Dade and Glades Counties allocated a smaller proportion of

their total budgets in 1977 as compared to 1973 -to economic environ-

ment expenditures. However, only 8.7 percent of the average budget in

1977 was allocated to the category of economic environment. Per capital

expenditures in this category averaged $35 and ranged from $121 in St.

Lucie County to $2 in Collier County (Table 6).

The positive expenditure mix figures in Appendix Table 1 show that

outlays in this category were increasing faster than the average increase

of all expenditures in Florida. The counties with positive and negative

county or local share effects are interspersed throughout the state with

no north-south, rural-urban, or.coastal-noncoastal pattern apparent.

Mental and physical health includes expenditures for health, hosp-

itals, mosquito control and other health. Mental and physical health

expenditures in 1977 totaled $688,123,823,up 93.5 percent form 1973, and

composed 19.8 percent of all expenditures (Table 3). Twenty-seven of

67 counties allocated a larger proportion of their 1977 budgets to health

than in 1973 (Table 5). However, considerable differences exist in the;

relative importance of this expenditure category among the counties. To

illustrate, in 1977 both Glades and Liberty County allocated less than

1.0 percent of their budgets to this category whereas Washington County

expended nearly 65 percent of total local government expenditures in the

health category. Per capital expenditures averaged $80 and ranged from a

high of $322 in Washington County and over $200 in Indian River, Leon

and Columbia Counties to just $2 in Glades and Liberty Counties (Table 6).

The negative figures in the expenditure mix portion of the county

shift-share analyses reflect the fact that health related expenditures

grew less rapidly from 1973-77 than the average of all local government

expenditures in Florida. As with economic environment outlays, no pat-

tern is readily apparent in the positive and negative county share effects

shown in the analyses when population and income factors are considered.

However, geographically health expenditures increased more rapidly in

southeastern counties and in central and east central counties in the

panhandle.

Culture and recreation expenditures include administration, recrea-

tion and parks, culture and special activities, and libraries. The 1973

total of $150,324,492 for culture and recreation expenditures had in-

creased 83 percent to a total of $275,321,128 in 1977 (Table 3). These

outlays comprised 7.9 percent of total 1977 local government expenditures.

As seen in Table 5, the number of Florida counties increasing the propor-

tion of their budgets going to culture and recreation was about equal to

the number decreasing their relative share in this category, 33 versus

34 counties, respectively. Only six counties Brevard, Dade, Nassau,

Okaloosa, Pinellas, and Polk Allocated more than 10 percent of their

1977 local government budgets to expenditures in the culture and re-

creation area. Per capital culture and recreation expenditures averaged

$32 in 1977 and ranged from just one dollar in Okeechobee and Union

Counties to $61 in Dade County (Table 6).

Culture and recreation expenditures grew less rapidly from 1973-

1977 than the state average of all expenditures in Florida. Most Florida

counties experienced positive local share effects which indicates that

expenditures in the county for culture and recreation grew more rapidly

than in the state. Counties with negative local share effects are scat-

tered throughout the state in no apparent pattern although the geograph-

ical pattern appears somewhat similar to the distribution exhibited for

health expenditures.


SUMMARY AND IMPLICATIONS FOR FURTHER RESEARCH


Local government expenditures in Florida rose rapidly over the 1973-

1977 period with 1977 expenditures totaling $3.48 billion, an increase of

109 percent over the 1973 expenditure of $1.67 billion. Florida's popula-

tion rose 9.4 percent over the same period. Consequently, per capital

local government expenditure increased from $213 in 1973 to $406 in 1977.

Among the seven categories of local government expenditure-general

government, public safety, physical environment, transportation, economic

environment, mental and physical health, and culture and recreation -

substantial changes in both the level and mix of expenditure occurred

over the 1973-1977 period. Economic environment and general government

expenditure categories grew more rapidly than the average of all local

government expenditures. In contrast, outlays for physical environment

programs actually declined during the 1973-1977 period. The remaining

four categories experienced outlay increases but at a slower rate than

the increase in total local government expenditure.

The ten countiescwith the largest 1977 local government expendi-

tures Dade, Broward, Hillsborough, Duval, Pinellas, Palm Beach, Orange,

Volusia, Leon and Lee are all in the upper quartile of Florida's

counties ranked by population and population density. The ten counties

with the largest percentage increases in local government expenditures

over the 1973-1977 period are Leon, Hernando, Holmes, Jackson, Semi-

nole, Bay, St. Lucie, Alachua, Franklin and Washington. These Coun-

ties tend to be small or medium size in population and about average in

terms of population growth when compared to Florida's other counties.

Other shift-share analyses revealed that Alachua, Charlotte, Collier,

Flagler, Franklin, Highlands,, Hillsborough, Holmes, Jefferson, Lafayette,

Lake, Lee, Madison, Pasco, Pinellas, Polk, and St. Lucie Counties had a

mix of local government expenditures which placed a larger proportion of

their budgets in the rapidly growing program categories, e.g., economic

environment and general government and, in addition, local units of

government in these counties tended to increase the level of local govern-

ment spending faster between 1973-1977 than the other Florida counties

(class 1 counties in Appendix Table 1).

Bradford, Calhoun, Dade, Dixie, Gadsden, Gilcrest, Glades, Hamilton,

Hendry, Liberty, Martin, Monroe, Okeechobee, St. Johns, Sumter, an'd

Wakulla Counties experienced growth in local government expenditures

that was more rapid than the state average and, in addition, local units

of government in these counties increased the level of local government

spending slower between 1973-1977 than other counties in Florida (class

2 counties in Appendix Table 1).

Brevard, Columbia, Duval, Hardee, Levy, Manatee, Marion, Okaloosa,

Orange, Palm Beach, Suwannee, Taylor, Union, Volusia, and Walton Counties

had a mix of local government expenditures which placed a larger pro-

portion of their budgets in the slower growing program categories and,

in addition, local units of government in these counties increased the

level of local government spending slower between 1973-1977 than other

counties in Florida (class 3 counties in Appendix Table 1).

Baker, Bay, Broward, Citrus, Clay, DeSoto, Escambia, Gulf, Hernando,

Indian River, Jackson, Leon, Nassau, Osceola, Putnam, Santa Rosa,

Sarasota, Seminole and Washington Counties had a mix of local government

expenditures which placed a larger proportion of their budgets in the

slower growing program categories and, in addition, local units of gov-

ernment in these counties tended to increase the level of local govern-

ment spending faster between 1973-1977 than the other Florida counties

(class 4 counties in Appendix Table 1).

As discussed, the county share shows how the various expenditure

categories grew because of local differences in factors affecting gov-

ernment spending. Some of these local factors may be under the influ-

ence of the local community; others are not. Standard shift-share

analysis does not identify the variables causing the local or county

share effect to be either positive or negative and of a certain magni-

tude. The shift-share analysis simply organizes the data and isolates

that portion of the change attributable to statewide forces and that

portion which is unique to the particular county. However, changes in

local government expenditure are felt to be related to such causal

forces as population, population density, population growth, age dis-

tribution of the population, income, and the local tax base. Results

of the shift-share analysis were scrutinized for any readily apparent

relationships with these hypothesized causal factors. Several relation-

ships were suggested and identified in the preceding discussion of the

shift-share analysis. Consequently, a more rigorous statistical study

to identify economic and demographic factors causing local government

expenditure variations seems warranted.
