ABSTRACT


A composite index (1967 = 100) of prices received by Florida farmers
for 34 important agricultural products is presented for the years 1950 to
1976. Group indexes are presented for field crops; all livestock and pro-
ducts; meat animals; poultry and products; citrus; and vegetables. Prices
received by farmers for each of the 34 products and price relatives of
same are included.

FLORIDA FARM PRICES

INTRODUCTION


Information on prices received by farmers is very important to many
people, firms, and institutions. On a national basis price data are used
in computing cash receipts from farm marketing, gross and net farm income,
and agriculture's contribution to the gross national product. They are
valuable to economists, farmers, farm organizations, legislators, industry
management, and students for such purposes as projecting future price
trends, valuing production'and sales of agricultural commodities, and
administering federal programs. They are compiled regularly at the state
level by the Crop and Livestock Reporting Service and transmitted to the
United States Department of Agriculture for weighting, processing, and
conversion to a national series, which is published on a monthly and
annual basis. Too, a national index of prices received is constructed
and kept current by Washington.
State data, on the other hand, are published only on a monthly basis
with annual averages at the end of each year or season. No great amount
of state price data for a long period of years is published by USDA, nor
do they construct index numbers on a state basis. That task is left to
the discretion of the individual states. Florida has published a long
series of price data in a single volume in 1944 in Florida Agricultural
Experiment Station Bulletin 399 and in 1972 in Florida Agricultural Exper-
iment Station Bulletin 753.

PURPOSE OF STUDY


One purpose of this study is to bring up to date a history of
Florida agricultural prices and to relate those prices to prices paid
by farmers and to certain other farm costs. A further purpose is to
show the relationship of Florida farm prices to United States farm
prices received and paid and to wholesale prices of all commodities
in the United States over time.
A third, and important purpose, is to present index numbers of all
farm product prices and selected groups of prices. They have been pre-
pared to measure price changes in Florida farm products by expressing
prices as percentage of a given base price.1 The period of time covered
by the given base price is comparable to that used by the United States
Department of Agriculture in order to make comparisons with United
States prices as reliable and convenient as possible.


SOURCE OF DATA


All prices, quantities sold, and production data used in developing
the index numbers and other information reported here are from the
official records of the United States Department of Agriculture. The
prices reported are fifteenth-of-the-month farm prices for all commodities
except wholesale milk, commercial broilers, citrus, and vegetable crops.
Wholesale milk prices are monthly weighted averages of milk eligible for
fluid market sold to plants including surplus diverted to manufacturing.
Broiler prices are monthly averages for commercial sales to processors.
Citrus prices represent the monthly weighted average equivalent packing-
house-door return per box for all methods of sale, whether packed or sold
on-tree or sold for processing. Prices for vegetable crops are monthly
weighted average f.o.b. prices. Major sources of data are shown in the
Bibliography.

FACTORS AFFECTING FARM PRICES


Many factors are involved in the explanation of price changes. Some
prices may be controlled by local supply and demand conditions in certain
instances, whereas in others, prices are affected more by national or
world supply and demand conditions. Many commodity prices are affected
by day-to-day changes reflecting opinions of buyers and sellers as to
supply and demand conditions, or by seasonal changes in prices due to
production peaks and storage costs. Most prices vary inversely with the
supply of the product available.
Over a period of years the price of a single commodity may change
relative to other commodities, or to the general price level. These
changes may be caused by discovery or development of substitutes, by
technological improvements resulting in greater productivity or lower
farm costs, or by developing and shifting to lower cost farming areas.
Changes in consumer purchasing power and food habits also may affect
some product prices.
Farm prices are affected by changes in the general price level. When
the general price level rises or falls, not all prices rise and fall alike.
Since the farmer is largely a producer of raw materials, his prices are
usually among the first to change when prices are rising or falling.
The objective of this report is simply to document price changes and
not to analyze the causal factors associated with the observed changes.


COMBINED INDEX OF 34 FLORIDA FARM PRODUCTS


The index shows the general movement of prices for 34 of the most
important crops and livestock products in the state since 1950 (Figure 1).
Table 1 in Appendix A shows the commodities included, the weight assigned
to each, and the method of construction.
The index is strongly influenced by the movement of citrus, vege-
table, and livestock prices and influenced less by field crop prices.
Citrus accounted for 33.0 percent, livestock for 32.8 percent and vege-
tables for 20.4 percent, respectively, of the total weight in the period
1971-73.







FLORIDA FARM PRICES AND THE GENERAL PRICE LEVEL


The index of wholesale prices of all commodities prepared by the
U. S. Bureau of Labor Statistics is one of the most commonly accepted
indicators of the general price level. It is used here as a basis for
comparison of the movement of the Florida farm price index as shown in
Figure 1. The index of Florida farm prices stayed slightly above United
States wholesale prices from 1950 to 1974. It dropped below wholesale
prices only in 1975 and 1976, concurrent with the drop in Florida sugar-
cane and livestock prices.


RELATIONSHIP OF PRICES RECEIVED TO PRICES PAID


Prices Paid by United States Farmers for Commodities,
Interest, Taxes and Farm Wage Rates


There is no index of prices paid by Florida farmers, but the U. S.
Department of Agriculture does prepare a monthly and annual index
of prices paid by farmers for the nation as a whole. It represents
changes in the cost to farmers of a fixed bill of goods at retail. This
index includes prices of commodities used in living and production and
payments for interest, taxes, and farm labor. It is more representative
of the level of prices paid by farmers than is the index of United States
wholesale prices. The farmer sells at wholesale but usually buys at
retail. The index of wholesale prices of all commodities includes farm
products--which the farmer is selling rather than buying--and does not
reflect freight rates to retailers or retail margins, which are not uni-
form for all parts of the country.
In determining the exchange ratio or per-unit purchasing power of
Florida farm prices, the index of retail prices paid by farmers in the
United States for commodities used in living and production has been used.
This is not completely accurate, as Florida farmers do not buy the same
items or same amounts per capital as the average for all farmers in the
United States. However, if such an index were available for Florida, it
probably would show approximately the same general trends.







Florida Farm Land Values


The average value of land and buildings per acre has risen more
rapidly than farm prices (Figure 2). Average land values increased 5.6
times from 1950 through 1976, while farm prices increased by only 1.5
times in the same period.


Comparison of Farm Prices in Florida and the United States


Florida farm prices follow rather closely the movement of United
States farm prices except for major deviations caused by weather or
other risk factors which affect one state more than a nation (Figure 3).
Cases in point were the freezes of 1957-58 and 1962-63. These disasters
increased citrus and vegetable prices in Florida for a few years.-
Florida's price index was equal to or higher than United States farm
price index from 1957 through 1972.

GROUP PRICE INDEX NUMBERS


Field Crops


The grass, oil, fiber, and tobacco crops account for 13.8 percent
of the weight in the composite index and they have been grouped together
as field crops in the computation of the index. The weight of the
commodity groups in the field crop index is as follows: sugarcane, 46.8
percent; peanuts and soybeans, 19.3 percent; tobacco, 14.2 percent; corn,
12.1 percent; hay, 6.8 percent; and cotton lint, 0.8 percent.


All Livestock and Products


All livestock and livestock products sales account for 32.8.percent
of the weight in the composite index. Of that amount, meat animals are
41.5 percent; milk, 32.6 percent; and poultry and poultry products, 25.9
percent.


Citrus


The citrus group index makes up 33.0 percent of the weight of the
combined index of all farm prices. In the citrus index itself round
oranges account for 75 percent of the weight, tangerines about 3 percent,
temples 2 percent, grapefruit 18 percent, and limes about 2 percent.
In the citrus group index and in the combined index, equivalent
packinghouse-door returns to growers for all methods of sale were used.
This takes into consideration the sales to processors, and "on-tree" sales,
as well as sales of packed fruit for fresh consumption. Too, sales at that
point are most nearly comparable to the f.o.b. quotations of vegetables and
do not give an undue weight to citrus which the inclusion of processing
costs might exert.


Vegetables


The group index for vegetables includes 14 crops with weights dis-
tributed as follows: beans, 6.2 percent; cabbage, 6.3 percent; celery,

11.0 percent; sweet corn, 13.4 percent; cucumber, 5.2 percent; eggplant,
1.0 percent; escarole, 2.4 percent; lettuce, 3.0 percent; peppers, 7.7
percent; Irish potatoes, 7.0 percent; squash, 2.2 percent; strawberries,
2.5 percent; tomatoes, 26.4 percent; and watermelons, 5.7 percent.

INDEX NUMBERS


Method of Construction of the Florida Farm Price Index


Type of Index
The index is of the weighted aggregative type, using the formula

Fixed quantity weights are used throughout the period of the index and
are constant for each month in the year.


Commodities Included.--The combined index included 34 commodities
from September, 1951 through December, 1976, which represents 90 percent
or more of the cash sales of Florida farm and grove products (Table 1).
Squash was added to the index in October, 1950; and soybeans in
September, 1951.


Systems of Weighting.--Commodities are weighted in the index by the
quantity of sales of each during the three calendar years 1971 to 1973,
inclusive. The use of quantities sold for weights, rather than pro-
duction, emphasizes the prices of products produced commercially, with
little or no weight for homegrown products consumed on the farm.
In the preparation of an index covering a long period by the use of
fixed weights, some compromise must be made in selecting the period of
sales to use for weights. The farther the index is projected forward or
backward from this base period, the less representative the weights will
be of current marketing. The average annual sales during the period
underweights corn, peanuts, soybeans, sugarcane, and poultry products,
all of which have increased in production more than citrus and vegetables.
Only cotton, shade tobacco, tangerines, beans, and cucumbers have de-
creased production since 1971-73.
A period more recent than 1971-73 for quantity of sales would give
weights which would be more representative at the present time but would

be less accurate for the earlier index numbers. Too, the period selected
coincides with that presently used by USDA (1978), thus permitting more
direct comparison with their current index series.


Base Period for Prices.--The arithmetic average price during the 12
months from January to December, 1967, inclusive, was taken as a base
price, or 100 percent for each commodity (Table 1). This period was
selected to provide an index directly comparable with the United States
farm price index. This period has a disadvantage for Florida in that
citrus prices were out of line with other crop and livestock prices
during the period. However, it is doubtful that one could find a 12
month period of Florida farm prices when some commodities were not dis-
advantaged when compared to all other prices received.


Computation of Index Numbers.--The base price of each commodity in
the index was multiplied by its quantity weight to obtain a base value
which represents 100 percent. Then all current prices were multiplied
by their respective quantity weights to obtain current values. The
values were then added to groups with a final total for all commodities.
To obtain the combined index number for each month, the current value.
of all commodities for the month was divided by the base value. Thus
for the month of May, 1976, the aggregate current value of $1,773,155,385
was divided by the base value of $1,148,089,148 to obtain the combined
index of 154.4 (Table 1). The 12 monthly indexes obtained each year were
averaged without weighting for the annual index.
Group index numbers were computed by dividing the current group
value by the base value of that group.


Method of Handling Discontinuous Price Series.--Nineteen commodities
in the combined index do not have prices for every month in the year.
Because of their seasonal or perishable nature, they are sold only in
certain months (Table 2). Two other -commodities, type 62 tobacco and
sugarcane, have only annual price quotations. These crops are carried
in the combined index in months of no price quotations by inserting the
last price published every month until a new price quotation is available.
Thus for tomatoes, which are sold from November to June, the June price








would be used as the price for July, August, September, and October, or
until the new season begins. This method would be of little value when
applied to a single crop; but when a number of crops are so treated, the
effect is largely offset by the varying marketing periods of the different
short-season crops. The seasons do not open and close simultaneously;
they are not of equal length; and, as some seasons are closing, others
are opening. The effect of this method on the combined index is greatest
in July, August, and September. Most other months have a fairly adequate
representation of actual prices from sales.
The inclusion of closing (or last available) prices affects the citrus
and vegetable group indexes most. It may give them a slight deviation from
an index calculated by using average prices only in months reported, or
months of sale. The method used gets away from the problem of a constantly
changing base as crops move into and out of season.
Price relatives are calculated only in months of sale for all products.
Base prices for individual commodities also represent an arthmetic average
of prices reported in the base period.

FARM PRICES


In Tables 10-41 the prices received by Florida producers for individual
commodities are given. For most products the price received is for the
fifteenth of the month. Prices of wholesale milk, commercial broilers,
vegetable crops, and citrus are weighted monthly averages. The annual or
season price shown usually is an unweighted average of the monthly prices.
For individual vegetable crops and citrus a weighted season-average price
is shown. The weighted average price more nearly represents that upon
which the income of growers is based than does the unweighted average,
since the quantity sold multiplied by this price gives the cash income
from sales of the crop.
All prices are the official figures from the United States Department
of Agriculture and were obtained from the Orlando office of the Statistical
Reporting Service or from publications printed in Washington, D. C. Monthly
prices shown are subject tc revision for about a year after being first
reported.

APPENDIX C
PRICE RELATIVES


Price relatives were calculated by dividing each monthly price by
the arithmetic average of that product during a base period. The base
period selected was the 12 months of January to December, 1967, inclusive.
Thus, for corn (Table 10) the prices for the 12 months, January through
December, 1967, were added, and the total divided by 12 to determine the
average or base price of 130.0 cents per bushel. The price of corn each
month was then divided by the base price to obtain the relative price
(Table 42). The purpose of price relatives is to facilitate comparisons
between different commodities and different periods of time.
