In the interest of speed this bulletin is being sent to you in mimeographed
form rather than the regular printed form. It has been our Intention for some
time to circularize the profession concerning the Southern Conference on Hospital
Planning in Biloxi, Mississippi, May 19, 20 and 21, but we have also been faced
with holding up the bulletin pending receipt -of definite information on our current
legislative program. We are now in position to give you specific information on
both in thin same bulletin.

SOUTHERN CONFERENCE ON HOSPITAL PLANNING:

The Institute is making every effort possible to promote the Southern Con-
ference on Hospital Planning to be held at Biloxi and to make of it the outstanding
regional meeting of architects held thus far. You have no doubt received various
letters and printed literature pertaining to this conference and urging as many
members of the profession to attend as can do so. We have been particularly re-
quested to stress the importance of this meeting by Mr. Ross Shumaker, Director,
South Atlantic District, A.I.A.; Mr. Moreland G. Smith, A.I.A., Montgomery, Ala.,
Chairman of the Conference; Misa Marion Manley, of the Florida South Chapter A.I.A.;
and Mr. Robert G. Carter, Supervisor, Hospital Planning Division, Florida State
Improvement Commission.

Mr. Carter points out that over $11,000,000 worth of hospital and health
center work will go under construction in Florida under the present provisions of
the Federal Hospital Survey and Construction Act. He is particularly anxious to
have a large representation of Florida architects at the Conference since on the
last afternoon of the Conference there will be a meeting of all in attendance from
the State of Florida, at which time a review of progress under our Florida program
and a discussion of future development of suobh program will take place.

There is an outstanding roster of architects, medical men and hospital con-
sultants on the program and we urge that you take advantage of this opportunity.

As a last reminder The time May 19, 20, 21. The placer Buena Vista

LEGISLATION:

To start today and go backward, it is very gratifying to report that legisla-
tion sponsored by the Association this year has been passed. This legislation
overcomes handicaps with which your State Board of Ar'hitezture has been faced in
the past due to the lack of funds and also clears up a technical detail desired
by the State Board changing the time of the annual report to the Governor.

Your Legislative Committee, after a careful review of the existing law con-
cluded that what was needed first was an increased budget for the State Board of
Architecture to allow them sufficient funds to carry out their work of regulating
the practice of architecture in Florida, It may be of passing interest that your
present State Board has had to function on a budget that was so limited that in-
dividual members of the Board have had to pay their own expenses to attend meet-
ings, etc., and that the Association has had to supplement the funds of the Board
to pay expenses incident to the prosecution of special cases.

On the surface the passage of our bills may seem insignificant but when you
consider a statement made in the press last week that out of over 1300 bills intro-
duced at this session only 50 had been passed, the work of our Legislative Com-
mittee and the Attorney for the Association take on the proportions of a major
accompli shment.

Your Legislative Committee, with a membership representing all Chapters in the
State, has a record of 100% attendance at its meeting just prior to the legislative
session. In the last week of April Franklin Bunch, Chalrman, circularized hisa Cr-
mittee and pointed out that besides our own constructive legislation, numerous
bills were being introduced which affected us more or less indirectly. The Com-
mittee considered it expedient to have our Attorney, Mr. Benmont Tench of Gaines-
ville, to continue his good services in our behalf for the remainder of the legis-
lative session.

Space does not permit the setting forth in detail of the work being done at
this Legislature but it is far more than we have ever been able to do in the past
by asking individual architects to sacrifice their business and personal time to
serve us in this capacity. As of this writing no bills which would adversely af-
fect our profession have succeeded in getting by and it is hoped that the approach-
ing date when the Rules Committee takes over will even lessen the possibilities of
undesirable legislation being passed. Mr. Tench has particularly directed his ef-
forts toward the end that the position of the registered architect in Florida with
regard to planning of hotels, apartment houses, etc., would not be changed and
that the codes covering such construction would be maintained.

The record to date indicates that your Legislative Committee has been very
wise in maintaining someone on the spot when needed, armed ith sufficient knowledge-
of our needs to promote, oppose or defend as conditions demand.

FAA MEDAL:

The Florida North Chapter held a meeting in Gainesville May 9th in order to
have a meeting with the Student Branch Chapter at the University of Florida, FAA
President Robert M. Little had been invited to address the students during the
afternoon. As this was the last regular meeting before graduation he was also
invited to attend the Chapter meeting and present the citation for the medal of
the Florida Association of Architects which reads as follows

By reasons of these accomplishment, Edward D. Wyke was nominated
by hia fellow students and was chosen by the Faculty of the College
of Architecture to receive this the first medal award of the
Florida Association of Architects of the American Institute of
Architects, thia 9th day of May, 1949.

In his presentation speech Bob Little pointed out that the record of leader-
ship, honor and service to his fellow students as exemplified by Mr. Wyke carried
with it the promise of continued leadership in his professional life.

FAA TO SPONSOR STUDENT ASSOCIATE GROUP:

Due to the fact that the men at the University of Florida come from all over
the state, a request was made to the Executive Board of the FAA at their last
meeting that the state organic stion take over the sponaorship of the Student
Chapter previously sponsored by the Florida North Chapter which has jurisdiction
over Ga aeaville.

The Board authorized the secretary to prepare necessary amendments to our
By-Laws for presentation at the next convention so that this change might be
accomplished.

OBITUARY:

We regretted to learn from the President of the Palm Beach Chapter of the
recent death of Bruce Paxton Kitchell, architect and resident of Palm Beach since
1919. Mr. Kitdhell was 70 years old at the time of hie death and was well-known
to many members of the Association. His lose to the profession will be strongly
felt.
